<br />The Consultant will prepare and deliver to the City a financial primer outlining programs <br />and financing alternatives for overall CIP funding strategy in hard-copy, Microsoft Word and <br />Adobe.pdf formats. <br /> <br />1.12. TASK 11 - BICYCLE AND PEDESTRIAN MASTER PLANS <br /> <br />The Consultant will: <br /> <br />1.12.1 Master Bike and Pedestrian Plan for the City. Develop policy oriented plans that <br />will focus on goals, objectives, strategies, and implementation. The Consultant will <br />structure the Master Plans in the following format: <br /> <br />a) Vision, goals, objectives, performance measures. <br />b) Current conditions. <br />c) Strategies and actions. <br />d) Implementation. <br />e) Evaluation. <br /> <br />1.12.2 Vision, Goals. Objectives and Performance Measures. Meet with the City to review <br />and discuss a draft statement of the City's vision, goals and objectives for non-motorized <br />travel. The goals and objectives will address how the vision and needs can be met and <br />suggested performance measures will gauge progress over time in meeting the specified <br />goals and objectives. After consultation with the City, the Consultant will develop a draft <br />statement of the City's vision, goals and objectives for non motorized travel. Based on <br />comments received, the Consultant will develop a final draft statement of the City's vision, <br />goals and objectives for non-motorized travel and will submit it to the City for final approval. <br />Once approved, these goals and objectives will define the direction for non-motorized <br />travel in the area and the foundation for developing the remainder of the Master Bike and <br />Pedestrian Plan. The Consultant will prepare and deliver to the City a draft vision and a <br />final vision of goals, objectives and performance measures in hard-copy, Microsoft Word, <br />and Adobe.pdf formats. <br /> <br />1.12.3 Assimilation of Data. Establish a data base of all existing information available that <br />is relevant to the Master Bike and Pedestrian Plan for the City. The Consultant will identify <br />the existing level or range of service that currently exists for bicycle and pedestrian modes. <br />In addition, the Consultant will review and summarize available plans to determine what <br />recommended or planned changes have already been approved. Information the <br />Consultant will obtain and review include: <br /> <br />a) Available maps and aerial photographs. <br />b) Previous related studies/reports. <br />c) Current road, sidewalk, and trail design standards in use by the City. <br />d) Available annual injury and fatality records. <br />e) Available sidewalk inventories. <br /> <br />Transportation Masterplan K.wpd <br /> <br />10 <br />
