<br />137. <br /> <br />PROFESSIONAL SERVICES AGREEMENT <br /> <br />This AGREEMENT is made this the 16TH day of NOVEMBER ,2001, between <br />the City of San Marcos, Texas ("City"), 630 East Hopkins, San Marcos, Texas 78666 and <br />Huggins/Seiler & Associates, LP ("Consultant") 600 Round Rock West Drive, Suite 602, <br />Round Rock, Texas 78681, for the provision of a Transportation Master Plan - Phase I <br />("TMP") for the City and its ET J (the "Project"). <br /> <br />The City and the Consultant agree as follows: <br /> <br />ARTICLE 1 <br />CONSULTANT'S SERVICES AND RESPONSIBILITIES <br /> <br />1.1 STANDARDS OF PERFORMANCE <br /> <br />The Consultant will: <br /> <br />1.1.1 Be responsible for the proper, accurate and adequate preparation of the TMP to <br />include data collection, travel surveys, travel demand modeling, traffic projections for <br />roadway facilities of American Association of State Highway and Transportation Officials <br />("AASHTO") classification collector and higher. Included in the TMP are components for <br />motor vehicle, bicycle, and pedestrian transportation as well as an overview analysis and <br />strategy development for CIP funding alternatives. The Consultant will include in the TMP <br />the development framework for the final TMP (Phase II). <br /> <br />1.1.2 The Consultant's Basic Services consist of the services described in Sections 1.1 <br />through 1.12 and includes normal engineering services. Certain portions of the <br />Consultant's Services may be required to be performed through the following consulting <br />disciplines as subcontractors to the Consultant <br /> <br />(1) Planning Criteria/Funding and Mobility - Prime Strategies, Inc. <br />(2) Travel Demand Modeling Parsons - Brinkerhoff, Inc. <br />(3) Environmental Engineering - Athabasca Consulting, Inc. <br />(3) Communications -The Communicators, Inc. <br />(4) Land Value Determination - HRM Consultants, Inc. <br />(5) Land Use/Master Plan Development - Polygon South <br /> <br />1.1.3 The performance of all services by the Consultant in connection with this Agreement <br />will be by persons appropriately licensed or registered under State, local and Federal laws <br />governing their respective consulting disciplines. In performing all services under this <br />Agreement, the Consultant will use that degree of care and skill ordinarily exercised for <br />similar projects by professional Consultants who possess special expertise in the types of <br />services involved under this Agreement. <br /> <br />Transportation Masterplan K.wpd <br /> <br />1 <br />
