1.6.2 Data Gathering. Collect and analyze data required for the development of the San
Marcos model to include but not be limited to the following:

a) Documentation, databases, and modeling components required to operate and
assess the current CAMPO travel forecasting model.
b) Detailed geographic information systems data on land use, population,
employment, and roadways.
c) Traffic counts at approximately 50 locations inside the City of San Marcos and on
its periphery (some of which may be included in the CAMPO model databases).
d) Data on Southwest Texas State University ("SWTSU") faculty, student, and staff
residence locations.
e) Transit rider ship data by route and period of the day for all services operating in the
San Marcos area.

The Consultant will provide to the City a technical memorandum describing the data listed
above and additional processing required to use it in the City's model. Consultant will distill
collected data and the technical memorandum onto a CDROM for later use and archival
purposes.

1.6.3 Adjust Auto Ownership Model. Review the CAMPO auto ownership model, and
compare it against data available for San Marcos. The Consultant will document changes
in the model coefficients and parameters, as well as necessary changes to the auto
ownership model itself. The Consultant will prepare and deliver to the City in hard-copy,
Microsoft Word, and Adobe.pdfformats a technical memorandum describing the proposed
changes to the CAMPO auto ownership model. Consultant will make all changes in the
TransCAD application used for estimating auto ownership at the zonal level.

1.6.4 Home-Based University Model. Develop a travel model for university students that
is capable of handling trips to SWTSU and the University of Texas. The Consultant will
evaluate the university trip purposes in the CAMPO model and explore ways to adjust them
for SWTSU specifically, using locally available data. The model developed by the
Consultant for SWTSU will differ from a traditional gravity model in that the attractions
(student enrollment) are fixed and the Productions (residence locations) are allowed to
vary. The Consultant will also include an attraction model, which will relate the attractions
to the enrollment and to the percent of students living on campus. The latter will vary
considerably between SWTSU and commuters to the University of Texas at Austin. If
sufficient data are available from both institutions, the Consultant will also segment the
students by full-time and part-time students. The Consultant will also prepare and deliver
to the City a technical memorandum in hard-copy, Mircrosoft Word and Adobe. pdf formats
describing the home-based university trip modeling process proposed for the City model,
to include use of information from the current CAMPO model.

1.6.5 Calibrate Mode Choice Model. Adapt the nested log it model used in the CAMPO
model for use in the City model to include a thorough review of the CAMPO mode choice

Transportation Masterplan K.wpd

5
