<br />1.5 TASK 4 - LAND USE REVIEW <br /> <br />The Consultant will: <br /> <br />1.5.1 Land Use Review. Review the assumptions of the San Marcos Horizon Plan and <br />the current San Marcos Sector Plans, and develop in cooperative effort with the City, basic <br />land use projections for development of a coordinated roadway network definition for the <br />Ultimate Build-out (2025) Travel Model with respect to the Travel Demand Model <br />Development Work Category. In addition, the Consultant will conduct interviews with City <br />staff and stakeholders in order to track ongoing updates of the Sector Plans. The <br />Consultant will prepare and deliver to the City a technical memorandum in hard-copy, <br />Microsoft Word and Adobe.pdf formats describing development of the Land Use Review <br />process with appendices of summaries and interviews and an outline of the steps <br />necessary to unify all land use policies within the TMP. The Consultant will also develop <br />and deliver to the City Basic 2025 land use projections used for network development and <br />a Coordinated Ultimate Build-out Roadway Network in hard-copy, ArcView shp file, and <br />Microstation dgn file. <br /> <br />1.6 TASK 5 - TRAVEL DEMAND MODEL DEVELOPMENT <br /> <br />The Consultant will: <br /> <br />1.6.1 Model Design. Review the structure and implementation of the Capital Area <br />Metropolitan Planning Organization ("CAMPO") regional travel forecasting model, with <br />particular emphasis on its development in the San Marcos area to determine the <br />forecasting requirements for the San Marcos Model. This will be followed by a meeting with <br />the City in which working relationships with key staff members will be established and <br />locally available data required for travel modeling will be assessed. The City and the <br />Consultant will discuss the following relevant technical issues: <br /> <br />a) the temporal definition of the peak hour; <br />b) identification of additional data collection needs; <br />c) discussion of the overall strategy for implementing the mode choice models; and <br />d) discussion of the inclusion of non-motorized modes in all aspects of the modeling <br />process. <br /> <br />The Consultant will gather available data during this meeting, to include land use <br />information and recent traffic counts and establish a schedule for the completion of any <br />outstanding items. Both the Consultant and the City will affirm the schedule, and establish <br />tentative dates for subsequent meetings. The Consultant will deliver to the City a technical <br />memorandum describing the proposed model for San Marcos, including relevant portions <br />of the existing CAMPO model and a written summary of the meeting, which will include a <br />list of needed data and an agreement on who will provide them. The Consultant will provide <br />both deliverables in hard-copy, Microsoft Word, and Adobe.pdf formats. <br /> <br />Transportation Masterplan K.wpd <br /> <br />4 <br />
