<br />1.6.8 Ultimate Build-Out Travel Model. Develop and document a methodology for <br />developing forecasts with the model beginning with the Consultant's review of the CAMPO <br />travel forecasting process, to include the development of forecasted inputs. The Consultant <br />will conduct a review of the available land use, population, and employment data for San <br />Marcos. The Consultant will prepare and review with the City a procedure for developing <br />the ultimate build-out travel model to include the specification of target year control totals <br />for inputs, network definition, and changes in transit services. The Consultant will develop <br />a future network required for the ultimate build-out model in conjunction with the Land Use <br />Review Work Category and submit it to the City for review and comment. The Consultant <br />will develop future demographic data in cooperation with the City to insure that it concurs <br />with the apportionment of the data at the T AZ level. The Consultant will provide detailed <br />specifications of the required data and will provide quality control testing of the products. <br />The Consultant will develop a forecast from this data with the outcome to be assessed for <br />reasonability, to include comparison with CAMPO future forecasts. The Consultant will <br />prepare and deliver to the City a technical memorandum describing the development of <br />the ultimate build-out travel model in hard-copy, Microsoft Word, and Adobe.pdf formats; <br />and all of the required database and input files required for model application, and copies <br />of the model output. <br /> <br />1.6.9 Intermediate Year Travel Models. Develop a procedure for producing intermediate <br />year travel forecasts, based upon the ultimate build-out forecast. Consultant's work in this <br />task will revolve around the procedures necessary to interpolate modeling inputs, based <br />upon user-defined control totals. The Consultant will prepare and deliver to the City a <br />technical memorandum in hard-copy, Microsoft Word, and Adobe.pdf formats describing <br />how to complete intermediate year forecasts and the development of the required data, as <br />well as the necessary TransCAD control files. The Consultant will provide a checklist of <br />required steps as well as suggested sources of control totals and other constraints on data <br />development and model application. <br /> <br />1.6.10 Population, Employment. and Mode Choice Summaries. The Consultant will <br />develop TransCAD macros and external programs that will enable a standardized reporting <br />of population, employment, and mode choice summaries. These will be used in model <br />validation as well as transportation plan development. The summary programs will include <br />TransCAD layouts for the graphical display of modeling summaries. The Consultant will <br />develop a series of programs and macros for reporting population, employment, and mode <br />choice. These programs will work with base year, ultimate build-out, and intermediate year <br />forecasts. The Consultant will develop and deliver to the City a brief technical <br />memorandum describing their use. <br /> <br />1.6.11 Documentation. Prepare and deliver to the City a final travel model development <br />report which will describe all of the work completed in all previous tasks in a single <br />document. It will be written towards technical readers with a background in travel demand <br />forecasting, and will describe the City's travel model in sufficient detail to allow the reader <br />to carry out application of the model (including changes in program inputs) as well as <br />provide enough information to permit subsequent updating or validation of the model.
