<br />Consultant will develop technical memos called for in each of the Tasks as chapters in the <br />final report and deliver each chapter at the conclusion of the appropriate Task, rather than <br />writing separate memos that must be edited and formatted into a cohesive final report. By <br />adopting this style of report generation, the Consultant will create a final report that is more <br />than a collection of separate technical papers. The Consultant will include in the report a <br />user's guide for applying the models. This chapter of the report will describe how to run the <br />final model, from the specification of input files and their format to the description of the <br />parameters and options in each control file. The Consultant will provide a flowchart <br />showing the entire model suite and the required inputs. Appendices in the final report will <br />include documentation for the several customized programs we will provide as part of the <br />Project. <br /> <br />1.7 TASK 6 - ENVIRONMENTAL CONSTRAINT INVENTORY <br /> <br />The Consultant will: <br /> <br />1.7.1 Environmental Constraint Inventory. Review at a large-scale the types of critical <br />resources that may be affected by the TMP roadway network and the opportunities for <br />addressing those effects in a coordinated program across multiple CIP projects. This <br />review will include constraints such as endangered species locations and impacts, waters <br />of the U.S. (Section 404 of the CWA), riparian areas, cultural resource sites, and aquifer <br />related impacts. In addition, the Consultant will prepare a summary of environmental <br />compliance planning guidelines and risks associated with the TMP roadway network. The <br />Consultant will also identify and assemble appropriate environmental data from past and <br />ongoing projects to establish a database from which to project needs for future <br />environmental investigation. The Consultant will prepare and deliver to the City a technical <br />memorandum describing the environmental constraints, environmental compliance plan <br />guidelines and risks in hard-copy, Microsoft Word, and Adobe.pdf formats); and an <br />Environmental Constraints Map in hard-copy, ArcView.shp file, and Microstation.dgn file. <br /> <br />1.8 TASK 7 - PLANNING CRITERIA DEVELOPMENT <br />The Consultant will: <br /> <br />1.8.1 Transportation Plan Review. Assess existing relevant plans (CAMPO and County <br />plans); determine what is not addressed in those plans; and, develop policies or guidelines <br />consistent with other technical tasks of the TMP. The relevant technical issues that will be <br />addressed include the relationship between local thoroughfare plans and regional roadway <br />plans and the relationship of land development policies, funding sources, and <br />transportation Issues. The Consultant will develop and deliver to the City in hard-copy, <br />Microsoft Word and Adobe.pdf formats a technical memorandum of policy guidelines for <br />inclusion in the TMP. <br /> <br />1.8.2 Transportation Master Plan Base Criteria. Prepare base design criteria including <br />cross-sections, right-of-way, intersections, landscape, bike, transit, and pedestrian.
