<br />173. <br /> <br />Exhibit "A" <br /> <br />SCOPE OF SERVICES <br />LAND DEVELOPMENT CODE AND RELATED SERVICES <br />for the <br />City of SaD Marcos, Texas <br /> <br />Purpose: The purpose of this scope of services is to provide the City of San Marcos with a new <br />Land Development Code, including the necessary planning, engineering and legal assistance to <br />properly prepare and implement the new Code. <br /> <br />Consultants' Approach: The Consultants will use a two-step strategic planning approach to <br />prepare the Code. Phase I will include planning, engineering and legal analysis and diagnosis of <br />San Marcos' existing ordinances, interrelationships between different components of the overall <br />regulatory system, administrative review procedures, the City's sector plans, identification of <br />important development issues, future growth patterns, and development of a public involvement <br />program. Phase II will include the preparation and adoption of a new Unified Land <br />Development Code and, at the option of the parties, Zoning Map. <br /> <br />Specific emphasis will be placed on prioritizing and fast-tracking watershed protection standards. <br /> <br />The following tasks are designed to accomplish the purpose of this scope using the basic <br />approach as outlined above. <br /> <br />The Land Development Code will include comprehensive revision where necessary and <br />codification of the City's zoning, subdivision, environmental, open space, sign, manufactured <br />housing, and similar development regulations. Other development standards, such as revisions to <br />technical design manuals or other appendices to the development regulations, also may be <br />included within the scope of services upon mutually acceptable terms between the parties. <br /> <br />PHASE I-PLANNING AND REGULA TORY ANALYSIS AND DIAGNOSIS <br /> <br />General Approach to Analysis and Diagnostics Phase (Phase I) <br /> <br />Phase I is intended to give the Consultants in-depth knowledge and insight into what does and <br />does not work in the City's current land development codes, and will result in preliminary <br />findings on how the new Land Development Code should be crafted in response to these issues. <br />Phase I is designed to yield a general consensus among the Consultants, City staff and the <br />Technical Advisory Committee about the overall direction of revisions to the Code, culminating <br />in a "Regulatory Action Plan" that is approved by the City Council. <br />
