<br />Task 1.1 Conduct project orientation meetings between the City and Consultants. <br /> <br />A. The Consultants will meet with the City's project team to discuss and refine the <br />overall process, project scheduling, the roles of various team members, vendor <br />assumptions interface with the project Technical Advisory Committee, and other <br />aspects of the project. <br /> <br />B. The Consultants will meet with the City Council to identify overall growth <br />management objectives and project direction. <br /> <br />[two meetings] <br /> <br />Task 1.2 Investigate and identify the strengths, weaknesses and problems that are <br />inherent to the City's current zoning, subdivision, environmental and other <br />development regulations and development review procedures, and explore <br />preliminary strategies for resolving these issues. <br /> <br />A. Conduct initial interdisciplinary review of existing development regulations and <br />identify any deficiencies or inconsistencies in standards, procedures, format and <br />coordination among the various regulatory programs. <br /> <br />B. Analyze land use conflicts that have occurred within San Marcos, and identify <br />any contributing complications arising from existing development regulations. <br /> <br />C. Present questionnaire on development regulations and practices, summarizing <br />issues identified and potential regulatory choices, to City staff and the Technical <br />Advisory Committee for comment and review. <br /> <br />D. Based on the San Marcos Horizons Plan, analyze the City's development <br />patterns and projected growth trends both inside and outside of the City limits to <br />determine likely future development patterns and growth areas, and identify <br />regulatory programs that promote current community goals and objectives in the <br />Plan. <br /> <br />E. Evaluate urbanization strategies for assimilating land within the City's <br />extraterritorial jurisdiction into the City's corporate boundaries, and outline <br />regulatory measures for implementing sensible growth for presentation to City <br />staff. <br /> <br />F. Analyze the need to enhance environmental and engineering standards, and <br />outline the scope of proposed provisions. The Engineering Consultants will <br />work in conjunction with the rest of the consulting team to evaluate all <br />engineering-related land development regulations, particularly those which have <br />an impact upon the enviromnent and natural resources (including water resources <br />and recharge zones within the City's limits and ETJ area). The Engineering <br />Consultants will identify areas within the current development codes that are in <br />need of modification or enhancement (particularly watershed protection <br /> <br />2 <br />
