Mr. Bose inquired as to the use of the proposed Ford Excursions. <br />Chief Mike Baker stated the proposed Ford Excursions will be used by the <br />Fire Marshall and Assistant Fire Chief. He stated currently the Assistant <br />Fire Chief is driving a Crown Victoria with 176,000 miles, which <br />originally was a police patrol vehicle. He stated the vehicle the Fire <br />Marshall is currently driving has been in the shop seven times this year, <br />totaling $14,000.00. He stated the Ford Excursions will also be used by <br />the hazardous material team to transport the team, supplies and other Fire <br />Department supplies for water rescues. The Council then voted unanimously <br />for adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced for consideration Item 21, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE PURCHASE OF A FRONT-END LOADER FOR THE PUBLIC WORKS <br />DEPARTMENT, STREET DIVISION, FROM RDO EQUIPMENT COMPANY THROUGH THE <br />TEXAS LOCAL GOVERNMENT PURCHASING COOPERATIVE BUYBOARD; AUTHORIZING <br />THE PURCHASING MANAGER TO EXECUTE PURCHASING DOCUMENTS WITH THE STATE <br />ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Thomaides moved for adoption of the Resolution, and Mr. Guerrero <br />seconded the motion. Mr. Bose inquired as to the need for the front-end <br />loader. Richard Mendoza stated the proposed front-end loader will replace <br />a 1970 model the City currently owns. He stated this front-end loader has <br />been in the shop several times. He also stated when this machine breaks <br />down another front-end loader has to be rented to keep up with street <br />repairs and other City needs. The Council then voted unanimously for <br />adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced receiving a report from the Blue Ribbon Bond <br />Committee. Mayor Narvaiz stated a citizen has signed up to speak on this <br />issue. 1) Todd Derkacz encouraged the Council to allow the citizens of <br />San Marcos to vote on the bicycle and pedestrian bond proposal. He stated <br />walkers and bikers cannot safely get around San Marcos and need more <br />crosswalks. He also stated he feels a walkable City would improve the alr <br />pollution and the health of citizens. Mr. O'Leary stated the report <br />provided in the Council agenda books is the recommendation of the Blue <br />Ribbon Bond Committee. Mr. O'Leary introduced Ruben Becerra, Chair of the <br />Blue Ribbon Bond Committee. Ruben Becerra stated the Committee held three <br />public meetings to gather citizen input. He stated the Blue Ribbon Bond <br />Committee took into consideration the citizens, property tax increase and <br />
