PUBLIC HEARINGS 14.7:OOPMReceive a Staff presentation and hold a Public Hearing to receive comments for or against Ordinance 2011 -44 setting the Tax Rate for the 2011 tax year at 53.0U on each $100 of taxable value of real and personal property that is not exempt from taxation; levying taxes for the use and support of the Municipal Government of the City for the Fiscal Year beginning October 1, 2011, and ending September 30, 2012; providing a sinking fund for the retirement of the bonded debt of the City; including procedural provisions; and providing an effective date; and consider approval of Ordinance 2011 -44 on the first of two readings. Steve Parker, Finance Director provided Council with a presentation providing Council with an update regarding the proposed Budget for Fiscal Year 2011 -2012. Following the presentation Mayor Guerrero opened the Public Hearing at approximately 7:35 p.m. Paul David Rice, 409 Booth Dr, spoke against the rate increases and asked Council not to increase anything they didn't have to. Bill Barnes, 1419 Old Ranch Rd 12, stated that he believed that is insanity to borrow money to pay for personnel costs, and that money should be borrowed for long term infrastructure investments, but not for a jobs program. He suggested that if the City wanted to increase the size of government then it should get the money by increasing taxes and not by transferring money from the electric utility to the general fund. There being no comments, the Public Hearing was closed at 7:39 p.m. MOTION: Upon a motion made by Council Member Porterfield and a second by Council Member Terry the City Council voted (7) for and (0) opposed, to approve Ordinance 2011 -44, on the first of two readings, as previously captioned. The motion carried unanimously. 15.7:OOPMReceive a Staff presentation and hold a Public Hearing to receive comments for or against Ordinance 2011 -45 increasing water and wastewater rates established under Sections 86.231 and 86.262 of the City Code; increasing surcharge rates for industrial wastewater discharges under Section 86.132 of the City Code; setting rates for wholesale water treatment, wholesale water sales and reclaimed water sales; and including procedural provisions; and consider approval of Ordinance 2011 -45, on the first of two readings.
