The motion is lost due to <br />a tie vote. <br />PUBLIC HEARINGS <br />14.7:OOPMReceive a Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2011 -44 setting the Tax Rate for the 2011 tax year at 53.0U on each <br />$100 of taxable value of real and personal property that is not exempt from taxation; <br />levying taxes for the use and support of the Municipal Government of the City for the <br />Fiscal Year beginning October 1, 2011, and ending September 30, 2012; providing a <br />sinking fund for the retirement of the bonded debt of the City; including procedural <br />provisions; and providing an effective date; and consider approval of Ordinance 2011 -44 <br />on the first of two readings. <br />Steve Parker, Finance Director provided Council with a presentation providing Council with an <br />update regarding the proposed Budget for Fiscal Year 2011 -2012. <br />Following the presentation Mayor Guerrero opened the Public Hearing at approximately 7:35 <br />p.m. <br />Paul David Rice, 409 Booth Dr, spoke against the rate increases and asked Council not to <br />increase anything they didn't have to. <br />Bill Barnes, 1419 Old Ranch Rd 12, stated that he believed that is insanity to borrow money to <br />pay for personnel costs, and that money should be borrowed for long term infrastructure <br />investments, but not for a jobs program. He suggested that if the City wanted to increase the size <br />of government then it should get the money by increasing taxes and not by transferring money <br />from the electric utility to the general fund. <br />There being no comments, the Public Hearing was closed at 7:39 p.m. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Terry the City Council voted (7) for and (0) opposed, to approve Ordinance 2011 -44, on <br />the first of two readings, as previously captioned. The motion carried unanimously. <br />15.7:OOPMReceive a Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2011 -45 increasing water and wastewater rates established under <br />Sections 86.231 and 86.262 of the City Code; increasing surcharge rates for industrial <br />wastewater discharges under Section 86.132 of the City Code; setting rates for wholesale <br />water treatment, wholesale water sales and reclaimed water sales; and including <br />procedural provisions; and consider approval of Ordinance 2011 -45, on the first of two <br />readings. <br />Steve Parker, Finance Director provided Council with a brief presentation over the proposed <br />Budget for Fiscal Year 2011 -2012. <br />
