Following the presentation Mayor Guerrero opened the Public Hearing at approximately 7:46 <br />p.m. <br />Lisa Spencer, 100 E. Mimosa Circle, is glad to see the cuts that have been made but provided her <br />a list of things she would like to see: instruct the utilities department to cut $778,000, find <br />another level of $1 million to cut somewhere else and put a hiring freeze in place for 1 year. She <br />spoke against the water and wastewater rate increase. <br />Dianne Wassenich, 11 Tanglewood, asked Council to increase impact fees on developers. She <br />also cautioned the Council to not wait on increasing the water and wastewater rates and not do <br />what Kyle did and wait too long to raise the rates to where we are forced to have a huge 30% <br />increase down the road. <br />Bill Barnes, 1419 Old Ranch Rd 12, spoke against the rate increase. <br />Margaret Thompson, 204 W Mimosa Circle, addressed Council and asked them not to raise the <br />water and wastewater rates. <br />There being no comments, the Public Hearing was closed at 7:52 p.m. <br />MOTION: Upon a motion made by Council Member Terry and a second by Council Member <br />Porterfield, MOTION TO AMEND: Upon a motion made by Council Member Prather and a <br />second by Council Member Scott, the City Council voted (2) for and (5) opposed, Council <br />Members Terry, Thomason, Porterfield, Jones, and Mayor Guerrero to increase the water rate by <br />3% and the wastewater rate by 2.5% one year instead over a period of two years. The motion <br />failed. MOTION TO AMEND: Upon a motion made by Council Member Scott and a second <br />by Council Member Prather, the City Council voted (3) for and (4) opposed, Council Members <br />Prather, Thomason, Porterfield, and Mayor Guerrero to increase the block rate on the water rate <br />schedule to 3000 instead of the current 2000. The motion failed. MAIN MOTION: the City <br />Council voted (5) for and (2) opposed, Council Members Scott and Jones, to approve Ordinance <br />2011 -45, as previously captioned. The motion carried. Council provided direction to staff to <br />include garbage rates in next year's budget process instead of it being considered separately. <br />16.7:OOPMReceive a Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2011 -46 increasing the rates for drainage utility services; and <br />including procedural provisions; and consider approval of Ordinance 2011 -46, on the first <br />of two readings. <br />Steve Parker, Finance Director provided Council with a brief presentation over the proposed <br />Budget for Fiscal Year 2011 -2012. <br />Following the presentation Mayor Guerrero opened the Public Hearing at approximately 9:02 <br />p.m. <br />
