Bill Barnes, 1419 Old Ranch Rd 12, spoke against the rate increase, and stated that the City has a <br />spending problem and cuts had to be made. <br />There being no comments, the Public Hearing was closed at 9:04 p.m. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Scott, the City Council voted (6) for and (1) opposed, Council Member Jones, to <br />approve Ordinance 2011 -46, as previously captioned. The motion carried. <br />17.7:OOPMReceive a Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2011 -47 adopting a budget in the sum of $149,584,187 for the Fiscal <br />Year beginning on October 1, 2011 and ending on September 30, 2012; authorizing certain <br />adiustments to the budget with the approval of the City Manager; approving Fiscal Year <br />2011 -2012 Capital Improvements Program Projects; including procedural provisions; and <br />Providing an effective date; and consider approval of Ordinance 2011 -47, on the first of <br />two readings. <br />Steve Parker, Finance Director provided Council with a brief presentation over the proposed <br />Budget for Fiscal Year 2011 -2012. <br />Following the presentation Mayor Guerrero opened the Public Hearing at approximately 9:10 <br />p.m. <br />Dottie Baines, 1419 Old Ranch Rd 12, stated that she was disappointed that no one was making <br />cuts and asked Council to do the tough job and look at finding places to cut. <br />Carter Morris, 16 Greenpoint, commended Council on their hard work over the past several <br />weeks and stated that he wasn't happy about a rate increase, but was happy with storing water <br />away for the future. Anything that is cut tonight will not just affect this next year, but will affect <br />things for many years into the future, and stated that he didn't mind paying an increase to help <br />the City he loved so much. <br />Juan Carlos Linares, Tanger Outlets, respectfully requested that the funds for Tanger stay at the <br />2011 levels. <br />John Larison, Tanger Outlets, respectfully asked Council for positive consideration regarding <br />their budget request. <br />Lisa Spencer, 100 E. Mimosa Circle, stated that she would have liked to see the $2.2 million in <br />the franchise fee could have been reduced by the $700,000 that was needed to prevent the water <br />and wastewater rate increase. She believes that the $700,000 is easy to find to cut out of the <br />general fund. Concerned with the, fact that we are building a budget based on the assumption <br />that we will have a 10% increase in sales tax over the next year, and is concerned with the <br />current recession that we are not going to see that money and that we will be in the hole all over <br />again. <br />
