With the possible exception described immediately below, all buildings and <br />structures should be of a scale that allows the landscape, rather than the <br />buildings, to dominate. <br /> <br />. There may be a legitimate basis for creating at least one taller structure, for the <br />purpose of assisting way-finding, creating an iconic landmark that signifies <br />Purgatory Creek Park, and/or allowing for an observation deck. <br /> <br />. A "tri-partite" scheme should be considered for taller structures, visually dividing <br />the massing into a three distinct parts: a sturdy base, a columnar middle, and a <br />lighter top. <br /> <br /> <br />image 28 <br /> <br />· Taller structures should be designed in such a way as to add vitality and <br />character to the overall site rather than dominate it. <br /> <br />· Human scale should be a primary design consideration.
