He stated the City will count the traffic and at the end of <br />the year send the State a bill for the number of vehicles that use the <br />road. He stated the first thing the City needs to do is the pre- <br />application, which will take an estimated three months to put together and <br />be submitted to the Highway Commission. At that point, the Highway <br />Commission can either approve it or deny it. He stated if the Highway <br />Commission approves the application, then TxDOT will negotiate an <br />agreement with the City. He stated after the Highway Commission approves <br />the contract the City can proceed with the design, right-of-way <br />acquisition, and utility adjustment. Mr. Mihalkanin stated it seems TxDOT <br />is now authorized to sell bonds. Mr. Serano stated yes, the bonding is <br />the new source of money. Mr. Taylor inquired when the first payment by <br />the State would be made to the City. Mr. Serano stated the project will <br />take thirty-nine months to develop and to open the road, and then a year <br />later the City will get the first Pass Through Toll payment from the <br />State. Mr. Taylor inquired whether the County would participate. Mr. <br />O'Leary stated part of the City case to the State is going to be based on <br />servicing people from San Marcos, Wimberley and Hays County. Laurie <br />Anderson, Director of Engineering, stated the City will still apply for <br />CAMPO Metropolitan Mobility Funds. Mr. Thomaides stated the citizens <br />consistently say traffic and transportation are their number one concerns. <br />He stated he feels the City should complete an application and continue to <br />look at other options available. The Council agreed by consensus to <br />submit an application to TxDOT. <br />Mayor Narvaiz introduced a discussion regarding setting a date for an <br />Unrelated Persons Ordinance Workshop and direction to Staff (proposed <br />Workshop date: Monday, January 31, 2005, or Monday, February 7, 2005, at <br />6:00 p.m.) The Council agreed to hold a Workshop on Monday, January 31, <br />2005, from 6:00 p.m. to 10:00 p.m. The Council also requested Staff <br />provide a presentation on the history and enforcement of the Ordinance. <br />Mayor Narvaiz introduced a discussion regarding the City's participation <br />at the International Council of Shopping Centers (ICSC) Convention in Las <br />Vegas, Nevada, May 22-25, 2005, and direction to Staff. Mr. O'Leary stated <br />the International Council of Shopping Centers holds an international <br />conference in which thirty-two thousand delegates from the retail sector <br />go to network and learn about their business. He stated a suggestion was <br />made that the City of San Marcos might want to participate in the <br />convention. He also stated the convention will be held in Las Vegas in <br />May. He stated he needs direction whether the Council is interested in <br />participating in this convention. Staff would like to know if the Council <br />is interested in pursuing this particular event. Mr. Taylor inquired to <br />whether the City would be doing a presentation or have a thirty-four by <br />thirty-four promotional panel. Mr. O'Leary stated the City would have a <br />panel on the wall and City officials can stand in front of the panel and <br />speak to delegates.
