RELATED TO THE H&H INDUSTRIAL PARK; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF <br />THE CITY; AND DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />FINDING 48 PERSONAL COMPUTERS TO BE SURPLUS AND OF NO VALUE TO THE <br />CITY OF SAN MARCOS PUBLIC LIBRARY; AUTHORIZING THE DONATION OF THESE <br />COMPUTERS TO THE SAN MARCOS HOUSING AUTHORITY; AND DECLARING AN <br />EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AWARDING AN ANNUAL CONTRACT TO GILLAND LAWN SERVICE FOR THE PROVISION <br />OF LAWN MAINTENANCE SERVICES; AUTHORIZING THE PURCHASING MANAGER TO <br />EXECUTE CONTRACT DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mayor Narvaiz introduced a discussion regarding a presentation by <br />Dannenbaum Engineering on Pass Through Tolling Concept for the Wonder <br />World Drive Extension Project. Mr. O'Leary stated the City has struggled <br />for a number of years over the Wonder World Drive Extension Project. He <br />stated the City and the State had agreed upon an arrangement where the <br />City would acquire permits and right-of-way and the State would build an <br />extension of Wonder World from Hunter Road to Ranch Road 12 for <br />approximately $25 million. He also stated the State has informed the City <br />that the State funding is many years away. At the last Texas Legislative <br />Session, legislation was passed to create some new mechanisms for TxDOT <br />for funding major road construction projects. Mr. Paul Serano, of <br />Dannenbaum Engineering, provided the Council with a PowerPoint <br />presentation regarding two concepts of how to finance the building of <br />roads in the State of Texas. He stated the first option is a toll road. <br />He stated the second option is a funding mechanism called a Pass Through <br />Toll. He stated this is a concept where the State would leverage what few <br />dollars they have by using local entities who want to build roads as both <br />the banker and the developer. He stated the State pays for the road <br />through a road use fee. He stated in a Pass Through Toll the local entity <br />funds and builds a road project and enters into what is known as the Pass <br />Through Toll Agreement, so they will be reimbursed on the vehicle usage of <br />the road, with a floor and a ceiling. He stated the purpose for the floor <br />and the ceiling is to protect both the State and the local entity in the <br />event the projected vehicle volume of cars is different than what was <br />
