33. <br />Regular Meeting January 18, 2005 Page 5 <br />zoning adds a PDD designation to the official land records of the City. <br />She also stated if the PDD goes away, then the ability to use the land for <br />other than residential purposes goes away. Mr. Mark Taylor stated the <br />Future Land Use would not automatically revert back, but would allow this <br />limited golf course/driving range. He stated Section 3 states the Future <br />Land Use Map of the City is amended on an interim basis to conform to the <br />rezoning described in Section 1 and to designate the property as CC <br />(Community Commercial) on an interim basis in connection only with a golf <br />practice facility use of the property described in the Development <br />Standards. Mr. Taylor stated the summary the Council received shows some <br />discussion regarding the lighting and landscaping. Carol Barrett stated <br />the Planning and Zoning Commission did discuss the lighting and <br />landscaping, but was satisfied the proposed design of the property did not <br />impact the neighborhood. Mr. Bose stated he has some concerns with having <br />a driving range in a residential area. Mr. Thomaides inquired whether it <br />is common for a practice driving range to be developed in a residential <br />neighborhood. Ms. Barrett stated she researched the Urban Land Institute, <br />which has a lot of information on golf courses. She stated the ULI shows <br />this is an ideal interim land use. She stated a driving range affiliated <br />with a golf course is often found in a residential area. She stated this <br />is a different kind of driving range, and it is not unusual to have a <br />driving range in a residential area. Mr. Bose stated he has some concerns <br />with the parking lot and the landscaping being used as barriers. Mr. <br />Thomaides inquired as to the area between the parking lot and Craddock <br />Avenue not showing a drainage area. He also stated he has some concerns <br />about the appearance of a fifty-foot net between the large tree buffer and <br />the tee boxes. Jack Weatherford stated the parking lot will be paved and <br />curbs will be built at the entrance to meet City requirements. He also <br />stated the vegetation barrier will grow to six feet in one year. He <br />stated he feels this driving range and clubhouse will be a top quality <br />facility and be well maintained.
