35. <br />Regular Meeting <br />January 18, 2005 <br />Page 7 <br />AND THE ORDER OF BUSINESS FOR REGULAR CITY COUNCIL MEETINGS; <br />INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EMERGENCY. <br />Mr. Mihalkanin moved for adoption of the Ordinance on emergency, and Mr. <br />Guerrero seconded motion, which passed unanimously. <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ADDING SECTION 2.046 OF THE CITY CODE TO ESTABLISH VOTING PROCEDURES <br />FOR THE CITY COUNCIL; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING <br />AN EMERGENCY. <br />Mr. Taylor moved for adoption of the Ordinance on emergency, and Mr. <br />Thomaides seconded motion. Mr. Mihalkanin stated he feels the Council <br />should not limit themselves on their voting procedures. On roll call the <br />following vote was recorded: <br />AYE: Diaz, Guerrero, Narvaiz, Thomaides and Bose. <br />NAY: Mihalkanin and Taylor. <br />ABSTAIN: None. <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE 2004-2005 CITY BUDGET TO REIMBURSE THE COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUND IN CONNECTION WITH THE MITCHELL CENTER <br />SUBRECIPIENT AGREEMENT; AND DECLARING AN EMERGENCY. <br />Mr. Diaz moved for adoption of the Ordinance on emergency, and Mr. <br />Thomaides seconded motion, which passed unanimously. <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />third and final reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />REVISING THE CITY'S ELECTRIC UTILITY RATE SCHEDULES TO INCREASE THE <br />KILOWATT HOUR ENERGY CHARGE FOR ALL CUSTOMERS; AND INCLUDING <br />PROCEDURAL PROVISIONS. <br />Mr. Taylor moved for adoption of the Ordinance on third and final reading, <br />with amendments provided in a Memorandum from Rodney Gonzales, Director of <br />Finance, and Mr. Guerrero seconded the motion.
