Marcos City Code by repealing Article 3, Division 2 in its entirety and replacing it with a revised Article 3, Division 2; authorizing the issuance of individual wastewater discharge Permits; providing for monitoring, compliance, and enforcement activities; establishing administrative review procedures; requiring user reporting; and providing an effective date. 15. Consider adoption Resolution 2011 -47R approving the extension of an annual contract with Samco Leak Detection Services, Inc. for the provision of leak detection services for an estimated annual cost of $30,000.00; authorizing the Purchasing Manager to execute the appropriate documents related to this contract extension on behalf of the City and declaring an effective date. 16. Consider adoption of Resolution 2011 -48R adopting a revised policy for the reimbursement of Council Member expenses; and declaring an effective date of May 1, 2011. 17. Consider adoption of Resolution 2011 -49R approving a lease between the City of San Marcos, Texas and ITT Information Systems, Inc., for the purpose of leasing space on the Airport Control Tower and access to install and maintain equipment and a system of ground -based radio stations that interact with satellite -based GPS units, as well as transponder/ radio equipment in aircraft to create an interactive air traffic control system; providing for one -year renewable terms with automatic one -year renewal ending in 2025; providing for no rental fee in exchange for ITT's establishment, operation and maintenance of the ADS -B radio station facilities upon the premises at no cost to the City and free data surveillance subscription services and software and declaring an effective date. MOTION: Upon a motion made by Council Member Thomason and a second by Council Member Scott, the City Council voted (5) for and (0) opposed, Council Members Jones and Terry were not present at the time of roll call, to approve the Consent Agenda with the exception of item #16 which was postponed to be considered at the May 3, 2011 Meeting. Hold a Public Hearing to receive comments for or against Ordinance 2011 -17 approving an amendment to the Future Land Use Map for the area of land bounded by Concho Street, Moore Street, North Street, Comanche Street, Shady Lane, Fredericksburg Street, Hull Street, Guadalupe Street, I11-35, McKie Street, LBJ Drive and CM Allen Street from Mixed Use, Open Space, Industrial, Public And Institutional, Heavy Commercial, Neighborhood Commercial, Commercial, High Density Residential, Medium Density Residential, and Low Density Residential to "G -4" Infill Growth Division, "G -3" Intended Growth Division, "O -1" Preserved Open Division or ".O -2" Reserved Open Division; amending the Official Zoning Map of the City by rezoning this area of land from "MF -24" Multiple - Family Residential District, "SF -6" Single - Family Residential District, "D" Duplex Residential District, 11TH" Townhouse Residential District, "SF -4.5" Single-
