Family Residential District, "PH -ZL" Patio Home, Zero - Lot -Line Residential District, <br />"PDD" Planned Development Overlay District, "P" Public And Institutional District, "OP" <br />Office Professional District, "NC" Neighborhood Commercial District, "Mu" Mixed Use <br />District, "MR" Manufactured Home And Residential District, "MF -18" Multiple - Family <br />Residential District, "MF -12 ", Multiple - Family Residential District, "LI" Light Industrial <br />District, "Hi" Heavy Industrial District, "HC" Heavy Commercial District, "GC" General <br />Commercial District, "CC" Community Commercial District And "CBA" Central Business <br />Area District to a Smartcode District ( "SC ") with designations of "74" Transect Zone, <br />"75" Transect Zone And "Cs" Civic Space, and including procedural provisions; and <br />consider adoption of Ordinance 2011 -17 on the first of two readings. <br />At approximately 10:57 p.m. Mayor Guerrero opened the Public Hearing. <br />Lenee Lovejoy, 1099 Lovejoy Lane, stated her concern for the impact of the SmartCode on <br />future land use. <br />David Badal, PO Box 2162, Wimberley, TX, spoke about his concern for the rights of the <br />citizens and the rights of the property owners to do what they wanted with their property. <br />John David Carson, 1911 Carson Dr Suite 102, spoke in strong support of the SmartCode. <br />There being no further comments, the Public Hearing was closed at 11:07 p.m. <br />MOTION: Upon a motion made by Council Member Terry and a second by Council Member <br />Thomason, the City Council voted (7) for and (0) opposed, to approve substitute Ordinance <br />2011 -17 on the first of two readings. The motion carried. <br />19. Hold a Public Hearing to receive comments for or against Ordinance 2011 -18 <br />amending the Official Zoning Map of the City from "FD" Future Development District to <br />"SF -R" Single- Family Rural Residential District for a 104.41 acre, more or less, tract of <br />land in the T.J. Chambers, Edward Burleson, R. Clever and E. Clark surveys, located at <br />Lime Kiln Road approximately one mile north of Post Road; and including procedural <br />provisions; and consider adoption of Ordinance 2011 -18 on the first of two readings. <br />At approximately 11:09 p.m. Mayor Guerrero opened the Public Hearing. <br />There being no further comments, the Public Hearing was closed at 11:09 p.m. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Terry, the City Council voted (6) for and (1) opposed, Council Member Jones, to <br />approve Ordinance 2011 -18 on the first of two readings. The motion carried. <br />20. Hold a Public Hearing to receive comments for and against the adoption of the City <br />Council's Budget Policy Statement for preparation of the FY 2011 -2012 budget., and <br />consider adoption of the City Council's Budget Policy Statement- <br />
