At approximately 10:57 p.m. Mayor Guerrero opened the Public Hearing. Lenee Lovejoy, 1099 Lovejoy Lane, stated her concern for the impact of the SmartCode on future land use. David Badal, PO Box 2162, Wimberley, TX, spoke about his concern for the rights of the citizens and the rights of the property owners to do what they wanted with their property. John David Carson, 1911 Carson Dr Suite 102, spoke in strong support of the SmartCode. There being no further comments, the Public Hearing was closed at 11:07 p.m. MOTION: Upon a motion made by Council Member Terry and a second by Council Member Thomason, the City Council voted (7) for and (0) opposed, to approve substitute Ordinance 2011 -17 on the first of two readings. The motion carried. 19. Hold a Public Hearing to receive comments for or against Ordinance 2011 -18 amending the Official Zoning Map of the City from "FD" Future Development District to "SF -R" Single- Family Rural Residential District for a 104.41 acre, more or less, tract of land in the T.J. Chambers, Edward Burleson, R. Clever and E. Clark surveys, located at Lime Kiln Road approximately one mile north of Post Road; and including procedural provisions; and consider adoption of Ordinance 2011 -18 on the first of two readings. At approximately 11:09 p.m. Mayor Guerrero opened the Public Hearing. There being no further comments, the Public Hearing was closed at 11:09 p.m. MOTION: Upon a motion made by Council Member Thomason and a second by Council Member Terry, the City Council voted (6) for and (1) opposed, Council Member Jones, to approve Ordinance 2011 -18 on the first of two readings. The motion carried. 20. Hold a Public Hearing to receive comments for and against the adoption of the City Council's Budget Policy Statement for preparation of the FY 2011 -2012 budget., and consider adoption of the City Council's Budget Policy Statement-
