At approximately 11:10 p.m. Mayor Guerrero opened the Public Hearing. Steve Parker, Finance Director, presented the City Council's Budget Policy Statement to Council for their review and approval. There being no further comments, the Public Hearing was closed at 11:20 p.m. MOTION: Upon a motion made by Council Member Jones and a second by Council Member Thomason, MOTION TO AMEND: Upon a motion made by Council Member Jones and a second by Council Member Porterfield, the City Council voted (2) for and (5) opposed, Council Members Terry, Prather, Thomason, Scott and Mayor Guerrero, to amend to increase social services by 3 %. The motion failed. MAIN MOTION: The City Council voted (6) for and (1) opposed, Council Member Jones, to adopt the City Council's Budget Policy Statement. The motion carried. NON - CONSENT AGENDA 21. Reconsider Ordinance 2011 -16, on the second of two readings, amending the Future Land Use Map from "C" Commercial to "HDR" High Density Residential for a 23.99 acre, more or less, tract of land out of the J.M. Veramendi Survey No. 2, Abstract No. 17, located at 2112 North I11-35; amending the Official Zoning Map of the City by rezoning said tract from "FD" Future Development District to "MF -18" Multiple - Family Residential District; rezoning a 2.04 acre, more or less, tract of land out of the J.M. Veramendi Survey No. 2, Abstract No. 17, located at the Northeast corner of North IH -35 and River Ridge Parkway from "FD" Future Development District to "GC" General Commercial District; and including procedural provisions and providing an effective date. No action taken. 22. Discuss and consider adoption of Ordinance 2011 -10, on the second of two readings, amending section 4.3.4.2 of the Land Development Code pertaining to the issuance of Conditional Use permits for on- premises consumption of alcoholic beverages in the Central Business Area zoning district. MOTION: Upon a motion made by Council Member Jones and a second by Council Member Prather, MOTION TO AMEND: Upon a motion made by Council Member Jones and a second by Council Member Porterfield, the City Council voted (1) for, Council Member Terry and (6) opposed, to amend to remove the waiting period. The motion failed. MOTION TO AMEND: Upon a motion made by Council Member Porterfield and a second by Council Member Jones, the City Council voted (4) for, and (3) opposed, Council Members Prather, Thomason and Mayor Guerrero, to amend the 18 month waiting period before a permit holder can serve mixed drinks to 12 months. The motion carried. MAIN MOTION: The City Council voted (5) for and (2) opposed, Council Members Terry and Jones, to adopt Ordinance 2011 -10. The motion . carried.
