23. Consider adoption on the first of two readings of Ordinance 2011 -19 amending the San Marcos City Code by adding a new subpart c, entitled "San Marcos SmartCode "; including procedural provisions; and providing an effective date MOTION: Upon a motion made by Council Member Thomason and a second by Council Member Prather, MOTION TO AMEND: Upon a motion made by Council Member Thomason and a second by Council Member Prather, the City Council voted (7) for and (0) opposed, to amend to add architectural standards within one year of adoption and for staff to work with Winter and Associates on the production of those standards. The motion carried. MOTION TO AMEND: Upon a motion made by Council Member Jones and a second by Council Member Scott, MOTION TO CALL THE QUESTION: Upon a motion made by Mayor Guerrero and a second by Council Member Thomason the City Council voted (7) for, and (0) opposed, to call the question. The motion carried unanimously. MOTION CALLED: The City Council voted (2) for, and (5) opposed Council Members Terry, Prather, Thomason, Porterfield and Mayor Guerrero, to remove the 40 acre opt -in option from the San Marcos SmartCode. The motion failed. MAIN MOTION: The City Council voted (6) for and (1) opposed, Council Member Jones, to adopt Ordinance 2011 -19. The motion carried. 24. Consider adoption on the first of two readings of Ordinance 2011 -20 amending the Traffic Register maintained under Section 82.067 of the San Marcos City Code to change the speed limit on the 100 block of Blanco Street from 30 mph to 25 mph; including procedural provisions. MOTION: Upon a motion made by Council Member Prather and a second by Council Member Scott, the City Council voted (7) for and (0) opposed, to approve Ordinance 2011 -20 on the first of two readings. The motion carried. 25. Consider adoption on the first of two readings of Ordinance 2011 -14 amending the Traffic Register maintained under section 82.067 of the San Marcos City Code to establish a parking restriction to prohibit parking, Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. on the north side of the 1400 —1500 block of Owen Street; and including procedural provisions. MOTION: Upon a motion made by Council Member Prather and a second by Council Member Thomason, the City Council voted (7) for and (0) opposed, to approve Ordinance 2011 -14 on the first of two readings. The motion carried. 26. Consider adoption on the first of two readings of Ordinance 2011 -15 amending the Traffic Register maintained under section 82.067 of the San Marcos City Code to change the parking restrictions in the 100 block of Concho Street from "No Parking — Any Time" to "No Parking, Monday — Friday 8:00 a.m. to 5:00 p.m." and including procedural provisions.
