Regular Meetlng February 1, 2005 Page 12 labeled Executive Summary under the Scope and Methodology paragraph, it reads a realistic debt issuance amount of $10,000,000 00 Mr Taylor stated $10,000,000 00 is a six-cent rate lncrease The Council agreed by consensus to continue this discussion at the next Regular Meeting scheduled for February 15, 2005 Mayor Narvalz introduced a discussion regarding setting a Workshop date with Texas State University for update of TSU Master Plan Mr O'Leary stated Texas State University lS requesting an hour to meet with the Council The Councll agreed by consensus to meet with Texas State University during a lunch meeting on a Thursday in April Mayor Narvaiz introduced a discussion regardlng a Downtown Master plan and appolntment of a Task Force (temporary) Mr O'Leary stated the City will be working on a Downtown Master plan thls year He stated Staff is requesting a seven-member Downtown Master Plan Task Force (temporary) He stated this task force wlll recommend a draft Master Plan to the Planning and Zoning Commission for approval prior to a request for Councll action He also stated It is recommended the Councll should conslder representatlves from the Planning and Zoning Commission, Historic Preservation Commission, Chamber of Commerce, Main Street Advisory Board, Downtown Association, Dunbar Nelghborhood Association and Heritage Neighborhood Association Mr Taylor stated he would llke Councll to consider adding a representative from the Board of Realtors, Hispanic Chamber, a law enforcement offlcer and a citizen-at-large Mayor Narvaiz stated she feels other organizations should be invited to the meetings, but not lnclude them on the task force Mr O'Leary stated he feels each Council Member should draw one of the seven recommended organizatlons and bring back a nomlnation for the Councll to approve '""'*' Mayor Narvaiz introduced a discussion regarding City Council dlrectlon on future agenda items The Council agreed by consensus to agendize the Blue Ribbon Bond Committee recommendations for a discussion The Council also agreed by consensus to bring back an Ordinance amending the consent agenda allgnment Mayor Narvaiz introduced an Executive Session pursuant to the Government Code, Section 551 071, to seek the City Attorney's advice regarding pending litigation, contemplated litigation, a settlement offer, or a matter involving attorney-client privllege (MacKenzie vs City of San Marcos), Sectlon 551 074, to discuss employment of public officers (contracts with City Manager, City Attorney, City Clerk and Municipal Court Judge) and duties of public officers (City Manager and City Council Members) , and Section 551 087, to discuss commercial or financial information the City has received from a business prospect that the City seeks to have locate, stay or expand in or near the City and with whlch the City is conducting economic development negotiations, or to deliberate the offer of a financial or other incentive to such a buslness prospect
