<br />79. <br /> <br />Regular Meetlng <br /> <br />February 1, 2005 <br /> <br />Page 12 <br /> <br />labeled Executive Summary under the Scope and Methodology paragraph, it <br />reads a realistic debt issuance amount of $10,000,000 00 Mr Taylor <br />stated $10,000,000 00 is a six-cent rate lncrease The Council agreed by <br />consensus to continue this discussion at the next Regular Meeting <br />scheduled for February 15, 2005 <br /> <br />Mayor Narvalz introduced a discussion regarding setting a Workshop date <br />with Texas State University for update of TSU Master Plan Mr O'Leary <br />stated Texas State University lS requesting an hour to meet with the <br />Council The Councll agreed by consensus to meet with Texas State <br />University during a lunch meeting on a Thursday in April <br /> <br />Mayor Narvaiz introduced a discussion regardlng a Downtown Master plan and <br />appolntment of a Task Force (temporary) Mr O'Leary stated the City will <br />be working on a Downtown Master plan thls year He stated Staff is <br />requesting a seven-member Downtown Master Plan Task Force (temporary) He <br />stated this task force wlll recommend a draft Master Plan to the Planning <br />and Zoning Commission for approval prior to a request for Councll action <br />He also stated It is recommended the Councll should conslder <br />representatlves from the Planning and Zoning Commission, Historic <br />Preservation Commission, Chamber of Commerce, Main Street Advisory Board, <br />Downtown Association, Dunbar Nelghborhood Association and Heritage <br />Neighborhood Association Mr Taylor stated he would llke Councll to <br />consider adding a representative from the Board of Realtors, Hispanic <br />Chamber, a law enforcement offlcer and a citizen-at-large Mayor Narvaiz <br />stated she feels other organizations should be invited to the meetings, <br />but not lnclude them on the task force Mr O'Leary stated he feels each <br />Council Member should draw one of the seven recommended organizatlons and <br />bring back a nomlnation for the Councll to approve <br /> <br />'""'*' <br /> <br />Mayor Narvaiz introduced a discussion regarding City Council dlrectlon on <br />future agenda items The Council agreed by consensus to agendize the Blue <br />Ribbon Bond Committee recommendations for a discussion The Council also <br />agreed by consensus to bring back an Ordinance amending the consent agenda <br />allgnment <br /> <br />Mayor Narvaiz introduced an Executive Session pursuant to the Government <br />Code, Section 551 071, to seek the City Attorney's advice regarding <br />pending litigation, contemplated litigation, a settlement offer, or a <br />matter involving attorney-client privllege (MacKenzie vs City of San <br />Marcos), Sectlon 551 074, to discuss employment of public officers <br />(contracts with City Manager, City Attorney, City Clerk and Municipal <br />Court Judge) and duties of public officers (City Manager and City Council <br />Members) , and Section 551 087, to discuss commercial or financial <br />information the City has received from a business prospect that the City <br />seeks to have locate, stay or expand in or near the City and with whlch <br />the City is conducting economic development negotiations, or to deliberate <br />the offer of a financial or other incentive to such a buslness prospect <br />
