<br />78. <br /> <br />Regular Meeting <br /> <br />February 1, 2005 <br /> <br />Page 11 <br /> <br />Council Mr Mihalkanin inquired whether the recommendation to relocate <br />the Central Fire Station is because of the growth occurring northeast of <br />the downtown Mike Baker, Fire Chief, stated the timing of this <br />discussion is very pertinent He stated the City granted the Fire <br />Department funds to hire a consultant to begin the Master Plan Study for <br />the Fire Department He stated the consultant is currently in town and <br />working on the plan and should be completed in SlX weeks He stated the <br />consultant will provlde Mr O'Leary wlth hls recommendation based on the <br />ISO-PPC Classification Standards, proJected growth and the requlred number <br />of fire hydrants for a fire station location The Council agreed by <br />consensus to wait until the consultant has provided a report before <br />discussing the placement of this item on the ballot The Council also <br />agreed by consensus for all the projects the Blue Ribbon Bond Committee <br />voted 8-0 except for the Relocatlon of Central Fire Station be placed on <br />the ballot Mr Bose stated he supports placing the River Ridge Entrance <br />and Exit Ramps on the ballot Mr Thomaides stated he does not support <br />the Loop 82 Overpass and Post Road Alignment proJect Mr Mihalkanin <br />stated he has some concerns about the FM 2439 Improvement Project and the <br />traffic flow He stated he feels the project is not accurate In terms of <br />the area this bond proposal would actually cover Ms Anderson stated <br />there has been a lot of discussion about this project during the approval <br />of the Sector Plan She stated this proJect includes a bridge, which <br />would take care of the current low-water crosslng and there would be flve <br />lanes of traffic until the bridge She also stated the citlzens of San <br />Marcos spoke against having Hopkins as a four-lane roadway She stated <br />during the Transportation Master plan process Staff found there is not <br />adequate road space between Dixon and Bishop for people to make a left- <br />hand turn to go west on Bishop Ms Anderson stated she feels one of the <br />reasons this proJect was appeallng to the Blue Ribbon Bond Commlttee was <br />because of the matching funds by TxDOT The Council agreed by consensus <br />to bring back the FM2439 Improvements for discussion Mr Bose stated he <br />supports placing both the Victory Gardens Street Reconstruction and the <br />Traffic Signal Implementatlon on Comanche and C M Allen on the ballot <br />The Council agreed by consensus to discuss the Victory Gardens Street <br />Reconstruction and the Traffic Signal Implementation on Comanche and C M <br />Allen for discussion Mr Mihalkanin inquired as to the total of the nlne <br />projects the Council agreed to place on the ballot Ms Anderson stated <br />the total comes to $6,580,000 00 for the River Ridge Entrance, the Thorpe <br />Lane and Hopkins Improvements, Loop 82 Overpass/Post Road Realignment, <br />Miscellaneous Intersectlon Improvements, Donaldson Street Transit Center, <br />Victory Gardens Street Reconstruction, the Traffic Slgnal Implementation <br />at Comanche/C M Allen, Wallace Addition and the Bundled Blke and <br />pedestrian Improvement Mayor Narvaiz stated $6,580,000 00 would mean a <br />three-cent lncrease in taxes Mr Taylor stated Council appointed the <br />Blue Ribbon Bond Committee to study these lssues for the voters to vote <br />on He stated he feels the voters will not approve all of these <br />recommendations, but should be allowed to vote on all the lssues Mr <br />Mihalkanin stated on page two of the Blue Ribbon Bond Committee report <br />
