<br />77. <br /> <br />Regular Meeting <br /> <br />February 1, 2005 <br /> <br />Page 10 <br /> <br />AYE <br /> <br />Dlaz, Guerrero, Mlhalkanln, Narvaiz, Thomaides and Taylor <br /> <br />r'!'-" ""!'II <br /> <br />NAY <br /> <br />Bose <br /> <br />ABSTAIN <br /> <br />None <br /> <br />Mayor Narvaiz introduced a discussion regarding the Blue Ribbon Bond <br />Committee Recommendations Report Mr O'Leary stated at the last meeting <br />the Council decided to hold a bond election in November and to discuss <br />ballot recommendation by the Blue Rlbbon Bond Commlttee Mr Mihalkanin <br />inqulred when a submlssion of the Electlon Ordinance needs to be submitted <br />to the Justice Department Janis Womack, City Clerk, stated the submission <br />wlll need to be done sixty days prior to the election She also stated If <br />the City plans on holding a joint election with the County, the City's <br />ballot language will need to be submltted to the County in August Mr <br />Thomaides inquired whether the City could hold several public hearings on <br />the recommendations Mr O'Leary stated the publlc provided input at the <br />Blue Ribbon Bond Committee meetings He also stated the Council typically <br />recelves publlc lnput during the normal CIP process Mr Mlhalkanin <br />stated during the last bond election the Blue Ribbon Bond Commlttee <br />prioritized the recommended projects, and the Council spent their time <br />working through the recommendations and costs He stated the Blue Ribbon <br />Bond Committee report lS well organized, provldes cost estimates and the <br />votes taken by the committee He stated the Committee recommended placing <br />each issue as a separate ballot ltem, instead of combining them Mr <br />Thomaides stated he feels the Council should consider a shoulder instead <br />of a new lane for bicycles The Council agreed by consensus Mr <br />Thomaides stated he supports the Thorpe Lane/Hopklns Improvements proJect <br />Mr Diaz inquired whether the City would need to pay for this improvement <br />since this is a State Highway Laurle Anderson, Director of Engineering, <br />stated staff has already had discussions with TxDOT on this project and <br />the need for an additional crossing of the railroad She stated TxDOT has <br />informed staff if the citizens feel this is an important project and are <br />willing to pay for It, then TxDOT will support the project The Council <br />agreed by consensus to support the Thorpe Lane/Hopkins Improvements <br />project Mr Guerrero stated he feels the Wallace Addition Street <br />Reconstruction project should be on the ballot Mr Mihalkanin stated he <br />agrees wlth Mr Guerrero He also stated he feels the City can save money <br />if the roads, wastewater and drainage are combined into one project Mr <br />Thomaldes inquired as to the funding for the water and wastewater <br />reconstruction Ms Anderson stated It is easier for the City to <br />coordinate getting the water and wastewater improvements funded because it <br />is lncluded In the rate study Mr Thomaides stated he would support this <br />project if traffic calming is added to Durango Street The Council agreed <br />by consensus to move thls proJect forward and to add the placement of <br />traffic calming on Durango Street Mr Taylor stated he feels all the <br />Blue Ribbon Bond Committee 8-0 and 7-1 voted projects should move forward, <br />and all the projects with the votes of 6-2 and 5-3 be discussed by the <br /> <br />- <br /> <br />1""""" <br />
