<br />96. <br />Regular Meeting <br /> <br />February 15, 2005 <br /> <br />Page 2 <br /> <br />moved the Council adjourn into Executive Session at 6 04 p.m and Mr <br />seconded the motion, which passed unanimously <br /> <br />Diaz <br /> <br />641 <br /> <br />Mr Mihalkanin moved the Council reconvene into public meeting at <br />pm, and Mr Guerrero seconded the motion, which passed unanimously <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session Mr 0' Leary stated Council <br />discussed and provided direction on the Hispanic Chamber contracts and the <br />appointees' contracts He stated the Council discussed and provided <br />direction on the duties of public officials related to tourism He stated <br />the Council received information on an economic development prospect for <br />the Clovis Barker area <br /> <br />Mayor Narvaiz lead the Pledge of Allegiance <br /> <br />Mayor Narvaiz introduced the Citizen Comment Period 1) Amy Kirwin stated <br />she wished to speak regarding the CDBG funding She stated the Council <br />awarded funding for a Skate Park, and there will be a Skate Expo on <br />February 26, 2005, at the San Marcos Plaza She stated the Expo will be <br />held to raise additional funds for the Skate Park She stated the Parks <br />and Recreation Advisory Board created a steering committee, which includes <br />youth representatives, their parents, representatives from the San Marcos <br />Police Department, Texas State Police Department and the Parks Department <br />She stated there is also a San Marcos Action Committee raising funds for <br />the Skate Park She stated it is the goal of the Steering Committee and <br />the Action Committee to have a high-quality and unique park in Central <br />Texas, which will attract skaters 2) Shawn Ash stated he wished to <br />speak regarding Item 22, a Zoning Ordinance He stated he is <br />representing the Cortez family and is present to answer any questions 3) <br />Walter Burris stated he wished to speak on Item 28, a discussion regarding <br />enforcement of City Codes for noise, yards, maintenance and unrelated <br />persons He stated he came before the City Council a few weeks ago and <br />the problem has not changed since then He stated he feels the problems <br />are associated with the R-1 violations, and the existing Codes should be <br />enforced He stated he also feels there is a relationship between the R-1 <br />violations and the excessive number of dogs who are also living at these <br />properties He stated the resident next door to him has more than the <br />legal limit of dogs allowed in San Marcos 4) Cynthia Calderon stated <br />she wished to speak on Item 28, a discussion regarding enforcement of City <br />Codes for noise, yards, maintenance and unrelated persons She stated the <br />residents who reside in front of her home have caused her to lose sleep <br />with the early morning parties She stated one neighbor is breeding dogs. <br />She stated she tries to live a peaceful life, but feels there is <br />disrespect for the general public 5) Loraine Spencer stated she wished <br />to speak on Item 28, a discussion regarding enforcement of City Codes for <br />noise, yards, maintenance and unrelated persons She stated she feels <br />there are two different issues, first is nuisance She stated our police <br /> <br />I <br /> <br />I <br />
