She <br />stated she understands if an officer is called out to the same house three <br />times within a certain time period, then the house is placed on a nuisance <br />list She stated with students moving in and out quickly, she feels the <br />process needs to be expedited to cut down on the nuisance problems She <br />stated the second issue is the Single-Family Ordinance She feels the <br />Planning and Zoning Commission is currently enforcing this Ordinance. She <br />suggested to help expedite a procedure, the City should have an affidavit <br />signed by the realtors or owners, which would disclose restrictions to the <br />prospective buyers of the home in a zoned Single-Family District She also <br />stated when a home is bought, the prospective buyer should be required to <br />sign a notarized affidavit stating he or she has been told the home is <br />located in a Single-Family District She stated the same rules should <br />apply for leasing agents or homeowners that would lease their home She <br />stated she feels this Ordinance has been ignored far too long 6) Laura <br />Schneider stated she wished to speak on Item 28, a discussion regarding <br />enforcement of City Codes for noise, yards, maintenance and unrelated <br />persons She stated not every single-family neighborhood is alike She <br />also stated there are areas of the City where the strict enforcement of a <br />blanket unrelated persons requirement could cause unexpected or unintended <br />consequences She stated she is a rental property owner in a neighborhood <br />of mixed houses and duplexes, and strict blanket enforcement would <br />discourage continued development of rental homes She stated there are <br />old areas of the City, which have fallen into disrepair, and were <br />rehabilitated and revived because investors could rent these homes She <br />also stated there are areas of the City where three people living in a <br />three-bedroom house would not be disruptive to their neighborhood 7) Joe <br />Schneider stated he wished to speak on Item 28, a discussion regarding <br />enforcement of City Codes for noise, yards, maintenance and unrelated <br />persons He stated he grew up in San Marcos in a neighborhood which was <br />predominantly a single-family neighborhood He stated most of the long- <br />term residents have either passed away or moved out These homes are now <br />in disrepair, and have recently been purchased, fixed up and are being <br />used as rental homes He stated the purchase of these homes has improved <br />the value of the homes in the neighborhood He stated the new property <br />owners had no intention of violating the Zoning Ordinance, but when they <br />could not rent to a family, they were faced with no other choice but to <br />try to rent to someone else He encouraged the Council to consider <br />amending the Ordinance to allow three unrelated people, so the <br />revitalization of the run-down areas can continue 8) Warren Barnes <br />stated he wished to speak on Item 28, a discussion regarding enforcement <br />of City Codes for noise, yards, maintenance and unrelated persons He <br />stated this zoning is a discrimination against college students He <br />stated the City needs to discourage the kind of development like Bobcat <br />Village, which was taken off the tax rolls and encourage rental property <br />He encouraged the Council to not adopt new laws, but to enforce the laws <br />the City already has 9) Sherri Bilson stated she wished to speak on Item <br />28, a discussion regarding the enforcement of City Codes for noise, yards, <br />
