<br />130. <br /> <br />Regular Meeting <br /> <br />March 1, 2005 <br /> <br />Page 3 <br /> <br />stated it was a very nice event (5) Mayor Narvaiz stated she also <br />lattended the Fire Department's award ceremony Senator Cuellar and <br />Representative Rose were present, and it was a very nice event (6) Mayor <br />Narvaiz stated the Council held the Budget Policy Workshop on Friday, and <br />the Council addressed many hard issues and worked very well together (7) <br />Mayor Narvaiz stated the Bobcat Build proclamation was issued earlier today <br />to make the citizens aware the students will be available on April 2 to <br />assist ln community projects Two thousand students have signed up to help <br />and need sltes to be assigned to They wlll do communlty projects that <br />wlll include homes and churches Call 245-9645 or Kim Porterfield to make <br />arrangements for their assistance (8) Mayor Narvaiz announced a benefit <br />barbecue will be held to support the family of April MCGlll, whose husband, <br />Greg McGill, works for the City of San Marcos The benefit will be held on <br />March 10, 2004 <br /> <br />Mayor Narvaiz introduced for consideration approval of minutes of the <br />Regular Meeting held February 15, 2005, adoption of two Ordinances on third <br />and flnal reading, adoption of six Resolutions, approval of the Quarterly <br />Investment Report for the quarter ending December 31, 2004, and approval of <br />Change in Services No 3 in the amount of $50,526 00 for the SCADA System <br />Upgrade with BLOC Design-Bulld, LLC, on consent The Council pulled Items <br />13, 15 and 16, adoptlon of Resolutions, to be considered separately Mr <br />Taylor moved for approval of the minutes of the Regular Meeting held <br />IFebruary 15, 2005, for adoption of the two Ordinances on third and final <br />reading, for adoption of the remalning three Resolutions, approval of the <br />Quarterly Investment Report for the quarter ending December 31, 2004, and <br />approval of Change in SeVlces No 3 in the amount of $50,526 00 for the <br />SCADA System Upgrade with BLOC Design-Building, LLC, on consensus and Mr <br />Diaz seconded the motion, which passed unanimously (Mr Thomaides voting <br />Nay to Item 12 [adoption of Ordlnance on third and flnal reading - Tax <br />Increment Financing Reinvestment Zone No Two]) The captions of these <br />Ordinances and Resolutlons read as follows <br /> <br />Adoption of Ordinances on third and final reading <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />RENEWING THE EXISTING FRANCHISE AGREEMENT BETWEEN THE CITY AND THE <br />BLUEBONNET ELECTRIC COOPERATIVE, INC FOR A PERIOD OF FIVE YEARS, <br />AMENDING THE AGREEMENT TO PROVIDE FOR AUTOMATIC RENEWAL OF THE <br />AGREEMENT FOR FIVE YEAR PERIODS, AMENDING REPORTING REQUIREMENTS, <br />PROVIDING CONFORMANCE WITH STATE RATEMAKING STATUTES, PROVIDING FOR <br />WRITTEN ACCEPTANCE TO BE FILED BY THE BLUEBONNET ELECTRIC COOPERATIVE, <br />INC, AND PROVIDING AN EFFECTIVE DATE <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />DESIGNATING A CONTIGUOUS GEOGRAPHIC AREA WITHIN CITY OF SAN MARCOS AS <br />TAX INCREMENT FINANCING REINVESTMENT ZONE NO TWO, PURSUANT TO CHAPTER <br />311 OF THE TEXAS TAX CODE, CREATING A BOARD OF DIRECTORS FOR THE ZONE, <br />CONTAINING FINDINGS AND INCLUDING PROCEDURAL PROVISIONS <br />
