MOTION: Upon a motion made by Council Member Scott and a second by Council Member Terry, the City Council voted (6) for and (1) opposed, Council Member Prather, to approve Ordinance 2011 -51, as previously captioned. The motion carried. 27.Consider approval of Resolution 2011 -11OR providing nominations to the Hays Central Appraisal District Board of Directors to serve a two year term commencing on January 1 2012; and declaring an effective date. MOTION: Upon a motion made by Council Member Porterfield and a second by Council Member Thomason, the City Council voted (7) for and (0) opposed, to approve Resolution 2011 -11OR and nominate Council Member Jones to the Hays Central Appraisal District Board, as previously captioned. The motion carried unanimously. 28.Receive a Staff presentation and participate in a workshop on the Edwards Aquifer Recovery Implementation Program Habitat Conservation Plan and implementing agreements. MOTION: Upon a motion made by Council Member Thomason and a second by Council Member Terry the City Council voted (7) for and (0) opposed, to postpone the presentation until the regular meeting on October 18, 2011. The motion carried unanimously. 29.Discuss a Tax Increment Financing (TIF) District for the downtown area and provide direction to Staff. Matthew Lewis, Development Services Director, provided Council with a presentation on Tax Increment Financing Districts. Council provided direction to staff to move forward with the TIF process, specifically on property tax and not sales tax, and to be sure the process is coordinated with the Lone Star Rail District. Staff will be providing an update the second meeting in October. 30.Ouestion and Answer Session with Press and Public. This is an opportunity for the Press and Public to ask questions related to items on this agenda. 31.Adiournment. MOTION: Upon a motion made by Council Member Thomason and a second by Council Member Jones, the City Council voted seven (7) for and none (0) opposed, to adjourn the regular meeting of the San Marcos City Council at 10:13 p.m. on Tuesday, September 20, 2011. The motion carried unanimously.
