The motion carried. <br />27.Consider approval of Resolution 2011 -11OR providing nominations to the Hays Central <br />Appraisal District Board of Directors to serve a two year term commencing on January <br />1 2012; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Thomason, the City Council voted (7) for and (0) opposed, to approve Resolution <br />2011 -11OR and nominate Council Member Jones to the Hays Central Appraisal District <br />Board, as previously captioned. The motion carried unanimously. <br />28.Receive a Staff presentation and participate in a workshop on the Edwards Aquifer <br />Recovery Implementation Program Habitat Conservation Plan and implementing <br />agreements. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Terry the City Council voted (7) for and (0) opposed, to postpone the presentation <br />until the regular meeting on October 18, 2011. The motion carried unanimously. <br />29.Discuss a Tax Increment Financing (TIF) District for the downtown area and provide <br />direction to Staff. <br />Matthew Lewis, Development Services Director, provided Council with a presentation on <br />Tax Increment Financing Districts. Council provided direction to staff to move forward with <br />the TIF process, specifically on property tax and not sales tax, and to be sure the process is <br />coordinated with the Lone Star Rail District. Staff will be providing an update the second <br />meeting in October. <br />30.Ouestion and Answer Session with Press and Public. This is an opportunity for the Press <br />and Public to ask questions related to items on this agenda. <br />31.Adiournment. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Jones, the City Council voted seven (7) for and none (0) opposed, to adjourn the regular <br />meeting of the San Marcos City Council at 10:13 p.m. on Tuesday, September 20, 2011. The <br />motion carried unanimously. <br />
