MOTION: Upon a motion made by Council Member Scott and a second by Council <br />Member Thomason, the City Council voted (6) for and (1) opposed, Council Member <br />Porterfield, to approve Ordinance 2011 -44, as previously captioned. The motion carried. <br />23.Consider approval of Ordinance 2011 -45, on the second of two readings, increasing <br />water and wastewater rates established under Sections 86.231 and 86.262 of the City <br />Code; increasing surcharge rates for industrial wastewater discharges under Section <br />86.132 of the City Code, setting rates for wholesale water treatment, wholesale water <br />sales and reclaimed water sales; and including procedural provisions. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council <br />Member Porterfield, the City Council voted (5) for and (2) opposed, Council Members Scott <br />and Jones, to approve Ordinance 2011 -45, as previously captioned. The motion carried. <br />24.Consider approval of Ordinance 2011 -46, on the second of two readings, increasing the <br />rates for drainage utility services; and including procedural provisions. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Scott, the City Council voted (6) for and (1) opposed, Council Member Jones, to <br />approve Ordinance 2011 -46, as previously captioned. The motion carried. <br />25.Consider approval of Ordinance 2011 -47, on the second of two readings, adopting a <br />budget in the sum of $149,607,340 for the Fiscal Year beginning on October 1, 2011 and <br />ending on September 30, 2012, authorizing certain adiustments to the budget with the <br />approval of the City Manager, approving Fiscal Year 2011 -2012 Capital Improvements <br />Program Proiects; including procedural provisions; and providing an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council <br />Member Porterfield, MOTION TO AMEND: upon a motion made by Council Member <br />Thomason and a second by Mayor Guerrero, the City Council voted (4) for and (3) opposed, <br />Council Members Terry, Porterfield, and Jones, to take the following from the General Fund <br />and reallocate to the Street and Sidewalk Maintenance Fund: 5% reduction in General Fund <br />Other and Office Supplies $25,060, Clean Air Contribution $6,224, Envision Central Texas <br />$5,000, Art's Project Funding $8,670, Exterior Window Cycle $5,000, 10% reduction in <br />Social Services Funding $44,571.50, reduction in the increase for operating expenses from <br />2% to 1% $33,500 and reduction in Council travel by $1000 each $7000. Total funds <br />reallocated: $135,025.50. The motion carried. MAIN MOTION: the City Council voted (5) <br />for and (2) opposed, Council Members Terry and Porterfield, to approve Ordinance 2011 -47, <br />as previously captioned. The motion carried. <br />26.Consider approval of Ordinance 2011 -51, on the first of two readings, amending <br />Ordinance 2011 -31 by extending the temporary suspension of the implementation of <br />Stage 3 Water Use Restrictions from October 2, 2011 through January 31, 2012 unless <br />necessary to achieve ground water pumping limitations imposed by the Edwards <br />Aquifer Authority or surface water pumping restrictions recommended or imposed by <br />
