and very few people drive on this stretch, but that will change if the zoning change is allowed to <br />occur. <br />Sean Welch, 519 Harvey St, opposes the zoning change. He feels that the change will not <br />benefit the neighborhood, and doesn't see the purpose in doing this. He wants to see Harvey St <br />preserved. <br />Amy Meeks, Belvin St, stated that she doesn't believe it's a good idea to rezone this area and <br />that it is not needed. There are currently several commercial spaces downtown that are available. <br />We don't need more commercial spaces. She asked that Council stay on task in getting <br />downtown revitalized and not to spread ourselves thin. Neighborhoods are being revitalized. <br />Greg Powell, 1103 Hopkins, opposed to the rezoning of any residential properties, especially in <br />the Historic District. He has a concern that the buildings are not suited for commercial uses and <br />would require remodeling to bring up to ADA standards. He does not want to see the historical <br />aspect shrunk in anyway and asked that Council deny this request. <br />Frank Gomillion, 516 Hopkins, spoke representing the applicants. He stated that 4 out of 5 <br />applicants are residents of these addresses and that they want to see this area do well. He stated <br />that it would have a low impact on the community and would be used for professional uses. No <br />one would see the fiscal advantage of seeing properties go to something they are not supposed to <br />be. <br />Camille Phillips, no address provided, stated that there is nothing preventing people from selling <br />their homes and doing other things with these properties after the zoning is passed. <br />There being no comments, the Public Hearing was closed at 8:03 p.m. <br />MOTION: Upon a motion made by Council Member Jones and a second by Council Member <br />Scott the City Council voted (7) for and (0) opposed, to postpone action to allow time to look at <br />the list of uses allowed by right for Mixed Use. The motion carried unanimously. Council <br />directed staff to include Planning and Zoning Commission reports in agenda packets in the <br />future, to explore the LDC for home offices and include it in the scope that Mr. Singleton is <br />working on, and to also look at uses allowed by right and evaluate those lists. Council also <br />directed staff to look at the list of uses allowed by right for Mixed Use and find a way to find <br />uses that would be accommodating for all involved and bring back to Council once it is ready for <br />review. <br />NON - CONSENT AGENDA <br />22.Consider approval of Ordinance 201144, on the second of two readings, setting the Tax <br />Rate for the 2011 tax year at 53.02¢ on each $100 of taxable value of real and personal <br />Property that is not exempt from taxation: levying taxes for the use and support of the <br />Municipal Government of the City for the Fiscal Year beginning October 1, 2011, and <br />ending September 30, 2012; providing a sinking fund for the retirement of the bonded <br />debt of the City, including procedural provisions; and providing an effective date. <br />
