<br />FOLLOWS: <br /> <br />Sec. 12.13. Non-substantive changes and corrections to charter provisions. <br /> <br />In order to preserve unity and enhance public understanding, the council shall have the <br />power, by ordinance to renumber, reaqange and make non-substantive corrections to all <br />articles, sections, and paragraphs of this Charter or any amendments thereto, and upon the <br />passage of any such ordinance, a copy thereof, certified by the city secretary shall be <br />forwarded to the Texas Secretary of State for filing. <br /> <br />SECTION 3. The following non-binding measure will be submitted to the qualified voters <br />of the city on the ballot of this election: <br /> <br />MEASURE NO. 15 <br /> <br />THE NON-BINDING PROPOSAL TO AUTHORIZE AND RECOMMEND THAT THE <br />CITY COUNCIL NEGOTIATE WITH THE STATE OF TEXAS AND SOUTHWEST <br />t' <br />TEXAS STATE UNIVERSITY FOR THE CITY'S ACOUISITION OF 90.52 ACRES OF <br />PROPERTY. MORE OR LESS. AS DESCRIBED IN A DEED FROM AOUARENA <br />SPRINGS CORPORATION AND MAY SPRINGS. LID. TO SOUTHWEST TEXAS <br />STATE UNIVERSITY RECORDED IN VOLUME 1 046. PAGE 546 OF THE HAYS <br />COUNTY DEED RECORDS. COMMONLY KNOWN AS THE AOUARENA SPRINGS <br />PROPERTY. INCLUDING THE SPRING LAKE DAM AND ASSOCIATED WATER <br />RIGHTS. AND THE RESTAURANT SITE ADJACENT TO THE SPRING LAKE DAM. <br />FOR A COST NOT TO EXCEED THE FAIR MARKET VALUE OF THE PROPERTY. <br />AS AN ADDITION TO THE CITY'S PARKS AND GREENS PACE SYSTEM. WITH <br />COSTS FOR CONVERSION TO PARK AND GREENSP ACE USE NOT TO EXCEED <br />THE ACOUISITION COST OF THE PROPERTY. <br /> <br />SECTION 4. The ballots for the City election will conform to the requirements of the Texas <br />Election Code, and will have the measures described in Section 2 of this Ordinance stated as <br />propositions as follows: <br /> <br />PROPOSITION NO. I <br /> <br />FORI AGAINST <br /> <br />The amendment of Sections 2.03 and 2.04 of the City Charter, <br />regarding annexation and limited purpose annexation, to conform to <br />changes in state law. <br /> <br />PROPOSITION NO.2 <br /> <br />FORI AGAINST <br /> <br />The amendment of Section 3.02 of the City Charter, and the deletion <br />of Section 3.03 of the City Charter, to clarify the city council's <br />authority to determine the qualifications of its members. <br /> <br />PROPOSITION NO.3 <br /> <br />FORlAGAINST <br /> <br />The amendment of Section 3.04 oftne City Charter to provide for <br />per-meeting compensation for city council members, and to set an <br />annual limit on the expenses of the mayor and each council member. <br /> <br />PROPOSITION NO.4 <br /> <br />FORI AGAINST <br /> <br />The amendment of Section 3.05 of the City Charter to modernize <br />terminology and to delete the role of the mayor as the city council's <br />principal liaison to the city manager, city attorney, city secretary and <br />municipal court judge. <br /> <br />PROPOSITION NO.5 <br /> <br />FORI AGAINST <br /> <br />The amendment of Section 3.07 of the City Charter to add a <br /> <br />-11- <br />
