FOLLOWS: Sec. 12.13. Non-substantive changes and corrections to charter provisions. In order to preserve unity and enhance public understanding, the council shall have the power, by ordinance to renumber, reaqange and make non-substantive corrections to all articles, sections, and paragraphs of this Charter or any amendments thereto, and upon the passage of any such ordinance, a copy thereof, certified by the city secretary shall be forwarded to the Texas Secretary of State for filing. SECTION 3. The following non-binding measure will be submitted to the qualified voters of the city on the ballot of this election: MEASURE NO. 15 THE NON-BINDING PROPOSAL TO AUTHORIZE AND RECOMMEND THAT THE CITY COUNCIL NEGOTIATE WITH THE STATE OF TEXAS AND SOUTHWEST t' TEXAS STATE UNIVERSITY FOR THE CITY'S ACOUISITION OF 90.52 ACRES OF PROPERTY. MORE OR LESS. AS DESCRIBED IN A DEED FROM AOUARENA SPRINGS CORPORATION AND MAY SPRINGS. LID. TO SOUTHWEST TEXAS STATE UNIVERSITY RECORDED IN VOLUME 1 046. PAGE 546 OF THE HAYS COUNTY DEED RECORDS. COMMONLY KNOWN AS THE AOUARENA SPRINGS PROPERTY. INCLUDING THE SPRING LAKE DAM AND ASSOCIATED WATER RIGHTS. AND THE RESTAURANT SITE ADJACENT TO THE SPRING LAKE DAM. FOR A COST NOT TO EXCEED THE FAIR MARKET VALUE OF THE PROPERTY. AS AN ADDITION TO THE CITY'S PARKS AND GREENS PACE SYSTEM. WITH COSTS FOR CONVERSION TO PARK AND GREENSP ACE USE NOT TO EXCEED THE ACOUISITION COST OF THE PROPERTY. SECTION 4. The ballots for the City election will conform to the requirements of the Texas Election Code, and will have the measures described in Section 2 of this Ordinance stated as propositions as follows: PROPOSITION NO. I FORI AGAINST The amendment of Sections 2.03 and 2.04 of the City Charter, regarding annexation and limited purpose annexation, to conform to changes in state law. PROPOSITION NO.2 FORI AGAINST The amendment of Section 3.02 of the City Charter, and the deletion of Section 3.03 of the City Charter, to clarify the city council's authority to determine the qualifications of its members. PROPOSITION NO.3 FORlAGAINST The amendment of Section 3.04 oftne City Charter to provide for per-meeting compensation for city council members, and to set an annual limit on the expenses of the mayor and each council member. PROPOSITION NO.4 FORI AGAINST The amendment of Section 3.05 of the City Charter to modernize terminology and to delete the role of the mayor as the city council's principal liaison to the city manager, city attorney, city secretary and municipal court judge.
