Hopkins Street <br />San Marcos, Texas 78666 <br /> <br />Re: Holland Street Reconstruction Project <br />Additional Services Request Authorization No.4 <br />B-A Project No. 323-403-10 <br /> <br />Dear Ms. Anderson: <br /> <br />Please accept this letter with attachments for the referenced additional services request. <br />Through the course of our work during the current preliminary engineering phase, we <br />have identified and evaluated several project aspects that were not considered in the 1998 <br />City Bond Program for this project. Some of them include: 1) design of storm sewer, <br />drainage and erosion control improvements to better control and convey stormwater; 2) <br />public street right-of-way acquisition needs; 3) incorporation of speed reduction and <br />traffic calming measures (as requested by the local, directly-affected neighborhoods); <br />and 4) inclusion of bicycle lanes (as also requested by the neighborhoods). <br /> <br />These and other project construction items, along with the basic work scope, have <br />resulted in a total construction cost estimate of$I,150,598 (see Attachment A). We <br />understand that the 1998 voter-approved bonds for this project total $698,000 and <br />includes professional services fees. Discounting these fees, the total project construction <br />cost would be about $605,000. This difference in project construction costs is estimated <br />at $546,600, or approximately a 90% increase. Consequently, we believe the project <br />scope of engineering work has also increased. <br /> <br />We have recommended in the Pre-Design Report that all proposed improvements should <br />be provided in one (1) construction contract. In this manner, disruption of traffic and <br />inconvenience to the general public and neighborhoods would occur only once. Also, <br />work completed in phases would most likely result in uneven paving surfaces and <br />undesirable finished appearances. Therefore, and as discussed with you, additional <br />project funding is needed to do the job right once. <br /> <br />We have evaluated the additional professional services fees needed to complete the <br />project in two (2) ways, based on this substantial increase in the project scope.
