Section 2: ADDRESSING I ADDRESSING MAINTENANCE

92.01
Subject:

Addressing and mapping requests

Reference: ACSEC policy on participation with the U.S. Census Bureau

Source:

Policy:

9 2.02
Subject:

December 14, 1998 memo to a regional council

Requests made by the U.S. Bureau of Census for locally developed
addressing data is supported by ACSEC. Local governments are
encouraged to assist in data acquisition for Census 2000. The ACSEC
does not believe that there are any confidentiality issues associated with
the Census Bureau requests, unless the information provided contains
MSAG or customer record data for which confidentiality agreements
have been executed with the local serving telephone company or the
USPS. In these cases, it would be up to the local government to
determine how best to convey any applicable information without
breaching confidentiality agreements. The ACSEC recommends that
documents containing confidential information be reviewed under the
supervision of local government staff.

Rural addressing authority

Reference: County Road & Bridge Act; ACSEC internal policy

Source:

Policy:

November 23, 1998 letter on addressing guidelines and projects

The ACSEC has broad oversight and provides funding for the many
Texas counties' rural addressing projects whereby local councils of
governments provide oversight and coordination. Yet, the ultimate
authority for county addressing projects lies within the local county
government as stipulated in the County Road and Bridge Act. County
commissioners courts adopt their own set of addressing guidelines and
procedures through a resolution process. ACSEC cannot dictate policy
regarding street names and signage in a local government's area and
must defer to the local county commissioners court

ACSEC Policies and Procedures
Februarf 1999

Page 10
