Match is identified by the county and <br />may include labor, [or] operating expenses, etc. By rule, match is <br />required only when a county expends addressing funds at a rate <br />exceeding 75% of their approved county project budget. Cities are authorized by Chapter 51 of the Local <br />Govemment Code, and counties by section 2.011 of the County Road <br />and Bridge Act (as enacted in Senate Bill 1091 in 1989). The Advisory <br />Commission on State Emergency Communications (ACSEC) oversees <br />and reimburses county 9-1- t addressing projects that are part of <br />regional planning council strategic plans. Cities and counties may <br />coordinate their addressing efforts together, the nature of inter-local <br />relationship is ultimately a local govemment decision. Some cities <br />choose to participate in the county programs, others do not.
