<br />Section 4: CAPITAL RECOVERY <br /> <br />94.01 <br />Subject: <br /> <br />Addressing capital recovery <br /> <br />Reference: Capital recovery policy <br /> <br />Source: <br /> <br />Policy: <br /> <br />94.02 <br />Subject: <br /> <br />December 18, 1998 letter to regional council <br /> <br />It is an ACSEC directive to only use Addressing Capital Recovery for the <br />replacement of equipment for which funds were originally set aside. <br /> <br />Capital recovery and acceleration for Y2K <br /> <br />Reference: Capital recovery policy and Rule 251.5 - Guidelines for Maintenance <br />and Replacement of 9-1-1 Equipment <br /> <br />Source: <br /> <br />Policy: <br /> <br />October 2, 1998 letter to regional council <br /> <br />In clarifying the acceleration of capital recovery schedules to replace <br />and upgrade addressing computer equipment, Rule 251.5 states that <br />regional planning commissions funding the purchase and/or lease of <br />9-1-1 equipment shall develop and adopt replacement plans designed to <br />ensure the availability of adequate financial and other resources <br />required to timely replace equipment that has reached the end of its <br />useful life. Capital recovery .funds are intended to fund both the <br />hardware and the software required for upgrades of equipment. Funds <br />are recovered based upon non-recurring costs and number of years that <br />the equipment is anticipated to be useful. <br /> <br />It is acceptable to accelerate the capital recovery schedule and use the <br />funds recovered to-date to replace or upgrade the equipment necessary. <br />Within this context, the replacement and upgrades planned for <br />addressing computers in FY2000 can be accelerated into FY1999 in <br />preparation for Y2K compliance. This is an eligible expense that can be <br />offset by the appropriate Level III Addressing capital recovery funds <br />recovered on that equipment at the time of replacement. <br /> <br />ACSEC Policies and Procedures <br />February 1999 <br /> <br />Page 16 <br />
