ACSEC stated that with existing contracts in place that pertain to end-to-end lease agreements, regional councils may maintain the current method to acquire equipment. Any new purchases will be required to go through a competitive procurement policy. Letter to regional council on the purchase of third answering position Reference: Staff policy decision Source: Policy: ~ 7.03 Subject: November 30, 1998 letter to regional council It was stated that due to the fact that the regional council had purchased the equipment in the PSAP through an end-to-end environment of a lease purchase, ACSEC staff granted approval of the addition of third position. Past, current and projected call volume statistics were required from the PSAP to substantiate the purchase of a third position for the PSAP. Purchasing recommendation from State Auditor Reference: ACSEC Commission meeting Source: Policy: September 22, 1998 Commission meeting follow-up memo The State Auditor's Office made a recommendation that the ACSEC immediately adopt a policy requiring competitive procurement for all 9-1-1 equipment which included end-to-end solutions..
