<br />Policy: <br /> <br />Personnel - Relating to Article IX, Section 33, of the General <br />Appropriations Act, local entities must develop a schedule of positions, <br />job titles and salaries identifying the corresponding state position job title <br />and salary for each position. The ACSEC requires that the regional <br />planning council identify each position's Classification Salary Schedule <br />Group for inclusion with the Administrative Budget submission. <br /> <br />Travel - In accordance with ACSEC policy, all conference travel will be <br />limited to two (2) personnel per conference. Travel within the State of <br />Texas will be made within the guidelines of the Texas General <br />Appropriations Act. Reimbursement for travel outside the borders of <br />Texas may not exceed the locality-based rates specified in the Federal <br />Travel Regulations unless the Comptroller determines, in advance of <br />travel, that local conditions necessitate a chang~ in the lodging rate for a <br />particular location. Detailed travel itemization should be provided to the <br />ACSEC to include at a minimum the destination, number of personnel <br />attending, length of stay, transportation rate, lodging rate, meal rate and <br />registration fees. <br /> <br />Dues and Subscriotions - Each regional council executive director, or <br />that person's designee, shall review and grant prior approval for any <br />expenditure for recurring memberships or dues to professional <br />organizations. <br /> <br />TraininQ - Costs associated with dispatcher training should be shown <br />separately from those budgeted for staff development. Detail should <br />include course description, number of students and tuition. Associated <br />travel costs should be shown for dispatcher training. <br /> <br />Public Education - The ACSEC will now require that all regional <br />planning councils include the cost of shipping public education materials <br />as part of their Administrative Budget. <br /> <br />Capital Recovery - Capital recovery costs associated with Addressing <br />Maintenance and GIS at the COG level should be shown in this <br />component. These costs will be tracked on the Financial Status Report <br />in a manner similar to levels I, II and III Capital Recovery. At the <br />current time, ACSEC policy does not allow for the recovery of capital <br />equipment for general office use such as computers, printers, fax <br />machines, etc. <br /> <br />This component should reflect the recovery of the initial capital cost of <br />the tangible equipment purchased or leased. by the regional planning <br />council. Computer workstations should be recovered for a minimum <br />period of three (3) years.
