It was stated that the ACSEC is currently
studying the financial and technical impacts of this important step in
wireless implementation through various trials, task forces and working
groups across the State. Once studies are completed the Commission
will request Phase I implementation on behalf of the regional councils
and their PSAPs. Although the Wireless Service Fee is the funding
mechanism currently in place to provide cost recovery to the wireless
carriers, these funds will not be made available to the regional councils
for wireless E9-1-1 services until Phase I implementation is requested
for the participants in the State program by the Commission.

Wireless Phase J request

Reference: ACSEC response

Source:

Policy:

April 27,1998 GTE Wireless letter

The ACSEC became aware of a letter from GTE Wireless, being sent to
PSAPs, entitled "An Open Letter to the Nation's Public Safety
Community About Wireless E9-1-1 Service." This letter is a solicitation
of PSAP service requests for wireless implementation as it relates to the

ACSEC Policies and Procedures
February 1999

Page 33
