Source:

Policy:

9 9.04
Subject:

October 29, 1998 letter to regional council

It was stated that ACSEC staff recognizes the concern that council of
governments were experiencing in fluctuations in wireless distributions.
Staff noted the program is still eliminating errors and inconsistencies
but, it was cited that the wireless service fees were distributed based on
what was recorded at the Texas Treasury. No further policy was made
on this issue.

Split cities and wireless distribution

Reference: ACSEC policy

Source:

Policy:

~ 9.05
Subject:

October 12, 1998 letter to regional council

Since there are occasions where a city crosses county lines or
jurisdictional boundaries that affect another 9-1-1 entity and their
population data amount, the ACSEC has left it up to the local governing
bodies to determine how to split cities that cross jurisdictional
boundaries. The regional council needs to contact the other entities that
are affected by any spilt and work out an agreement on how the
distribution will be affected. The main problem that each 9-1-1 entity
faces is the calculation of their service population when a city is divided
between two 9-1-1 entities.

Wireless service fee distribution

Reference: Wireless distribution

Source:

Policy:

October 1, 1998 memorandum

ACSEC received several inquiries into the distribution of wireless funds
and the accuracy of the data used. ACSEC made the unilateral decision
to use the July 1997 population estimates supplied by the Texas State
Data Center and has used the State Data Center's population count
since this point in time. The Commission approved action to use the
statistics as a means to equally and consistently provide a basis for
wireless distribution. See ACSEC Rule 252.6 - Wireless Service Fee
Proportional Distribution.

ACSECPoHdesandP~edurns
February 1999

Page 32
