<br />Sec. 94.531. Sensitive feature protection zones. <br /> <br />(a) A sensitive feature protection zone is established around each sensitive feature in the <br />recharge zone. The area ofthe zones is as follows: <br /> <br />(1) Around a minor recharge feature, the zone extends 50 feet around the perimeter of <br />the feature, and an additional 25 feet on the upstream side of the feature. <br /> <br />(2) Around a moderate recharge feature, the zone extends 100 feet around the perimeter <br />of the feature, and an additional 50 feet on the upstream side of the feature. <br /> <br />(3) Around a major recharge feature, the zone extends 200 feet around the perimeter of <br />the feature, and an additional 100 feet on the upstream side of the feature. <br /> <br />(b) No regulated activity, development, or impervious cover is allowed within a sensitive <br />feature protection zone, except for the following: <br /> <br />(1) Fences that do not obstruct surface water flows. <br /> <br />(2) Trails and other facilities, other than buildings, for walking, runnIng, or non- <br />motorized biking. <br /> <br />Sec. 94.532. Clustering. <br /> <br />(a) Clustering of development in upland zones, and away from critical water quality zones, <br />water quality transition zones, and sensitive feature protection zones is encouraged. <br /> <br />(b) Land included in critical water quality zones or sensitive feature protection zones may be <br />used to calculate the maximum allowed residential density on the property. Residential density <br />limitations for a property imposed in chapter 110 or chapter 114 may be averaged across the <br />entire area of the property. Land included in critical water quality zones and sensitive feature <br />protection zones may be included in the density calculation. <br /> <br />(c) For each acre of a water quality transition zone on a site for which impervious cover is <br />allowed but is not constructed, and where property is left in its natural condition instead, the <br />maximum residential density for a property imposed in chapter 110 or chapter 114 will be <br />increased by a total of two residential units. <br /> <br />(d) For each acre ofland on the site that is permanently set aside in its natural condition and is <br />in addition to land required to be set aside for critical water quality zones, water quality <br />transition zones, or sensitive feature protection zones by this article, or for park land under <br />Chapter 110, the maximum residential density for the site imposed in chapter 110 or chapter <br />114 may be increased by a total of two residential units. <br /> <br />(e) The maximum allowed residential density for any tract located over th(;l recharge zone may <br />be transferred, with the approval of the commission and the city council, to an appropriate <br />receiving site not located on the recharge zone in accordance with the provisions of article 4 of <br />chapter 114. <br /> <br />(f) The allowed impervious cover for an entire site under section 94.524 may be allocated by an <br />applicant for approval of a subdivision plat and construction plans under section <br />94.513(a)(1)(C) in a manner that concentrates the impervious cover in upland zones. <br /> <br />SECTION 2. Section 110.092 of the City Code is deleted. <br /> <br />SECTION 3. Section 110.047 of the City Code is added as follows: <br /> <br />Sec. 110.047.
