<br />ATTACHMENT A <br /> <br />APPROVED PROJECT DESCRIPTION <br />COMPREHENSIVE <br />SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP) <br /> <br />CITY OF SAN MARCOS <br />(Name of Subgrantee) <br /> <br />I. PROBLEM STATEMENT: <br /> <br />Motor vehicle crashes involving injuries and fatalities have been identified as a significant traffic <br />enforcement problem in the City of San Marcos. The top contributing factors include failure to control <br />speed and DWI as well as the lack of occupant protection by drivers and occupants. Some of the high <br />incident locations include the city streets such as Aquarena Springs Drive, Bishop Street, E. and W. <br />Hopkins Street, Sessom Drive, University Drive, River Road, Wonder World Drive, as well as State <br />Hwy 80, State Hwy 123, and Ranch Road 12. <br /> <br />The City of San Marcos expects to experience increasing traffic volume, more aggressive driving <br />behavior and lengthy traffic delays in the future because of increasing population growth. Growth in <br />San Marcos is due to industry, educational opportunities, and a moderate climate. The result will be a <br />continuing upward trend in crashes and injuries, unless a comprehensive traffic enforcement program <br />in instituted. <br /> <br />Per TRASER Traffic Services statistics at San Marcos Police Department (SMPD), while the motor <br />vehicle crashes and related injuries have decreased in the City of San Marcos from 1996 to the <br />present, the number of fatalities in these crashes increased from 5 in 1996 to 6 in 1997 and of greater <br />significance there was an almost 400 % increase of the alcohol related fatality crashes in San Marcos <br />during 1997. According to the Texas Dept. of Public Safety Accident Records Bureau, the City of San <br />Marcos has an overrepresentation of alcohol related fatal crashes as compared to the statewide <br />average. In 1997 the City of San Marcos was ranked 5th with a state rating of 12.5 while the average <br />state rating was 4.5. Whereas the fatality crashes remained the same from 1996 to 1997, the City of <br />San Marcos had a rating of 1.9 compared to the state average of Din 1997. <br /> <br />According to the 1997 Save City Ranking as provide by the Texas Department of Transportation, the <br />City of San Marcos ranks as follows for motor vehicle crashes: <br /> <br />CRASHES # OF CRASHES RANKING <br />Alcohol related 44 1 <br />Motorcycle 6 46.5 <br />Adult - no Belts 41 27 <br />Child - no Belts 4 24 <br />Pedestrian 8 40 <br />Pedalcyclist 14 3 <br />Urban Speeding 84 7 <br /> <br />According to the 1999 Texas Highway Safety Plan, Appendix C - Ranking Procedure, "Cities and <br />Counties are ranked and those ranked highest have the highest potential problem with a particular <br /> <br />Comprehensive.6/99 <br />
