To reduce the total number of motor vehicle crashes by 3 % from the baseline year <br />(12 months: October 1, 1998 through September 30, 1999) total number of 1,302 <br />motor vehicle crashes to 1,263 motor vehicle crashes by September 30, 2000. <br />B. To reduce the number of speed crashes by 5 % from the baseline year (12 <br />months: October 1, 1998 through September 30,1999) total number of 394 speed <br />crashes to 374 speed crashes by September 30,2000. <br />C. To increase the percentage of vehicles in compliance with the speed limit by 5 <br />percentage points by September 30,2000. <br />D. To increase the total number of speed citations by at least 75 % from the baseline <br />year (12 months: October 1,1998 through September 30,1999) total number of <br />1,297 speed citations to 2,270 speed citations by September 30, 2000. <br />E.
