Page 13 I Goynes provided pictures and a powerpoint presentation about an alternative proposal to fix the dam He stated he feels the dam should be replaced with natural looking rapids He stated he feels this is safer for families than a dam He stated he feels spending one million dollars to patch a 100-year old dam is not feasible He also stated a permanent Whitewater Park built with limestone rock would increase tourism and be environmentally friendly Mr Diaz stated he likes the idea of a whitewater park Mr Guerrero inquired as to the Parks Department's opinion Rodney Cobb, Director of Parks Department, stated he feels the whitewater park would be worth exploring Mr Taylor inquired as to the effect a whitewater park would have on the water level of the river Mr O'Leary stated the water level would have to be reviewed, but the water level would need to be kept at the same level it is now Mr Thomaides asked that information about keeping the level of the river the same be provided to the Council Mr Mihalkanin asked Staff to look at the consequences of totally removing the dam The Council agreed by consensus to explore the whitewater park and to provide information about water levels remaining the same The Council also agreed by consensus to bring an engineering contract to the next Regular Meeting scheduled for December 14, 2005 Mayor Narvaiz introduced for consideration adoption of an Ordinance on I emergency, the caption which was read as follows AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE ISSUANCE AND SALE OF CITY OF SAN MARCOS, TEXAS, COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION, SERIES 2005 (IN A MAXIMUM PRINCIPAL AMOUNT NOT TO EXCEED $6,225,000); PROVIDING FOR THE SECURITY FOR AND PAYMENT OF SAID CERTIFICATES, PRESCRIBING THE FORM OF SAID CERTIFICATES; AWARDING THE SALE THEREOF; APPROVING THE OFFICIAL STATEMENT; AND ENACTING OTHER PROVISIONS RELATING TO THE SUBJECT Mr Mihalkanin moved for adoption of the Ordinance on emergency, with amendments provided, and Mr Guerrero seconded the motion, which passed unanimously Mayor Narvaiz introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows I AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE ISSUANCE AND SALE OF CITY OF SAN MARCOS, TEXAS, WATERWORKS AND WASTEWATER SYSTEM REVENUE BONDS, SERIES 2005A ($3,975,000), PROVIDING FOR THE SECURITY FOR AND PAYMENT OF SAID BONDS, PRESCRIBING THE FORM OF SAID BONDS, AWARDING THE SALE THEREOF, APPROVING THE OFFICIAL STATEMENT, AND ENACTING OTHER PROVISIONS RELATING TO THE SUBJECT
