<br />Regular Meeting <br /> <br />December 7, 2005 <br /> <br />95. <br />Page 13 <br /> <br />I Goynes provided pictures and a powerpoint presentation about an alternative <br />proposal to fix the dam He stated he feels the dam should be replaced <br />with natural looking rapids He stated he feels this is safer for families <br />than a dam He stated he feels spending one million dollars to patch a <br />100-year old dam is not feasible He also stated a permanent Whitewater <br />Park built with limestone rock would increase tourism and be <br />environmentally friendly Mr Diaz stated he likes the idea of a <br />whitewater park Mr Guerrero inquired as to the Parks Department's <br />opinion Rodney Cobb, Director of Parks Department, stated he feels the <br />whitewater park would be worth exploring Mr Taylor inquired as to the <br />effect a whitewater park would have on the water level of the river Mr <br />O'Leary stated the water level would have to be reviewed, but the water <br />level would need to be kept at the same level it is now Mr Thomaides <br />asked that information about keeping the level of the river the same be <br />provided to the Council Mr Mihalkanin asked Staff to look at the <br />consequences of totally removing the dam The Council agreed by consensus <br />to explore the whitewater park and to provide information about water <br />levels remaining the same The Council also agreed by consensus to bring <br />an engineering contract to the next Regular Meeting scheduled for December <br />14, 2005 <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />I emergency, the caption which was read as follows <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE ISSUANCE AND SALE OF CITY OF SAN MARCOS, TEXAS, <br />COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION, SERIES 2005 <br />(IN A MAXIMUM PRINCIPAL AMOUNT NOT TO EXCEED $6,225,000); PROVIDING <br />FOR THE SECURITY FOR AND PAYMENT OF SAID CERTIFICATES, PRESCRIBING THE <br />FORM OF SAID CERTIFICATES; AWARDING THE SALE THEREOF; APPROVING THE <br />OFFICIAL STATEMENT; AND ENACTING OTHER PROVISIONS RELATING TO THE <br />SUBJECT <br /> <br />Mr Mihalkanin moved for adoption of the Ordinance on emergency, with <br />amendments provided, and Mr Guerrero seconded the motion, which passed <br />unanimously <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE ISSUANCE AND SALE OF CITY OF SAN MARCOS, TEXAS, <br />WATERWORKS AND WASTEWATER SYSTEM REVENUE BONDS, SERIES 2005A <br />($3,975,000), PROVIDING FOR THE SECURITY FOR AND PAYMENT OF SAID <br />BONDS, PRESCRIBING THE FORM OF SAID BONDS, AWARDING THE SALE THEREOF, <br />APPROVING THE OFFICIAL STATEMENT, AND ENACTING OTHER PROVISIONS <br />RELATING TO THE SUBJECT <br />
