<br />84. <br />Regular Meeting <br /> <br />December 7, 2005 <br /> <br />Page 2 <br /> <br />deliberate the offer of a financial <br />prospect (IH35/McCarty Lane area) <br />Session at 6 02 P m <br /> <br />or other incentive to such a business <br />The Council adjourned into Executive <br /> <br />I <br /> <br />Mayor Narvaiz announced the Council would reconvene at 6 45 P m <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session Mr O'Leary stated the Council <br />gave direction regarding Economic Development services contract, proposed <br />contract with Hays County and the animal shelter, and proposed Economic <br />Development contracts He also stated the Council received an update on an <br />incentive proposal <br /> <br />Mayor Narvaiz lead the Pledge of Allegiance <br /> <br />Mayor Narvaiz introduced the 30-Minute Citizen Comment 1) Charles <br />Soechting stated he wished to speak on Item #17, regarding adoption of an <br />Ordinance on third and final reading He stated he has spoken to several <br />citizens who are not in favor of the proposed animal Ordinance He stated <br />he feels the proposed Ordinance is overregulating 2) Terry Ellison stated <br />he wished to speak on Item #29, regarding adoption of a Zoning Ordinance <br />He read a letter written by his wife, Sandra Ellison, who had requested a <br />rezoning for their property on Bishop Street He stated they are I <br />requesting a rezoning from SF6 to NC The Planning and Zoning Commission <br />recommended the zoning be changed to MU, which was approved twice by the <br />Planning and Zoning Commission He encouraged the Council to approve the <br />Planning and Zoning Commission recommendation 3) Jerry Williamson stated <br />he wished to speak on Item #30, regarding adoption of a Zoning Ordinance <br />He thanked the Council Members who went to view his property He stated <br />his property faces Ranch Road 12, and there is an alley/easement for the <br />water tower on the northwest side of the tract He stated there is no <br />buffer between his property and the one next door, which is zoned MU 4) <br />Patrick Brown stated he wished to speak on Item #40, regarding a <br />discussion He stated he is a kayaker and uses the San Marcos River on a <br />regular basis He stated he would like to see the City create a world <br />class whitewater rapid park instead of rebuilding the dam <br /> <br />Mayor Narvaiz introduced the Staff Report Mr O'Leary stated he has <br />received word from the Governor's Office that the Wide-Lite project has <br />been approved as a State Enterprise Project He stated this means Wide- <br />Lite is eligible for State Sales and Use Tax Refund depending on the number <br />of employees they have <br /> <br />Mayor Narvaiz introduced the City Council Reports 1) Mr Bose stated he I <br />attended the Texas State football game on Saturday, December 3, 2005, and <br />he encouraged everyone to come out for the game on Friday, December 9, <br />2005, at 7 00 P m to support the Bobcats 2) Kyle Morris stated he <br />
