MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomason, the City Council voted (7) for and (0) opposed, to approve Ordinance 2011 -52, as <br />previously captioned. The motion carried unanimously. <br />NON - CONSENT AGENDA <br />23. Consider approval of Ordinance 2011 -53, on the first of two readings, amending <br />Section 2.351 of the San Marcos City Code to revise the composition of the Convention <br />and Visitor Bureau Advisory Board; providing a savings clause; providing for the <br />repeal of any conflicting provisions; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Thomason, the City Council voted (7) for and (0) opposed, to approve Ordinance <br />2011 -53, as previously captioned. The motion carried unanimously. <br />MOTION TO RECONSIDER: Upon a motion made by Council Member Jones and a <br />second by Council Member Thomason, the City Council voted (6) for and (1) opposed, <br />Council Member Terry, to reconsider Ordinance 2011 -53, as previously captioned. The <br />motion carried. The Council directed staff to provide Council with clarification on EDSM <br />Board and GSMP before the second reading of this Ordinance. <br />24. Consider approval of Ordinance 2011 -54, on the first of two readings, amending <br />various Sections of Chapter 70 - Special Districts, of the San Marcos Code of <br />Ordinances; authorizing an initial pre - application fee of five thousand dollars and <br />requiring reimbursement from the applicant of all City expenses incurred with the <br />creation and review of the Special District; and; providing for an effective date; and <br />discuss revisions to the City's policy regarding the creation of Municipal Utility <br />Districts within the City of San Marcos and its Extraterritorial Jurisdiction <br />MOTION: Upon a motion made by Council Member Jones and a second by Council <br />Member Thomason, the City Council voted (7) for and (0) opposed, to approve Ordinance <br />2011 -54, as previously captioned. The motion carried unanimously. <br />25. Consider approval of Resolution 2011 -119R providing nominations to the Caldwell <br />County Appraisal District Board of Directors to serve a two year term commencing on <br />January 1, 2012; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Jones and a second by Council <br />Member Scott, the City Council voted (7) for and (0) opposed, to postpone Resolution 2011 - <br />119R indefinitely, as previously captioned. The motion carried unanimously. <br />26. Consider approval of Resolution 2011 -12OR providing ,nominations to the Guadalupe <br />Appraisal District Board of Directors to serve a two year term commencing on January <br />1, 2012; and declaring an effective date. <br />
