opportunity for the city and applicant to identify and resolve differences prior to submission of <br />the petition and the statutory 120 -day review period. The 60 -day minimum pre- application <br />review shall be initiated by a letter to the city manager officially requesting a pre - application <br />review meeting. The 60 -day review period shall commence on the day of receipt of the letter by <br />the city manager- or- on the day of reeeipt of the items fequired by seetion 70.078, whiehey <br />'. <br />Sec. 70.078. Pre - application submittals by applicant. <br />The applicant under this division shall file 30 eoPies of the following documents with the <br />city manager in electronic format as well as three (3) printed copies concurrent with the letter to <br />the city manager initiating the pre - application review process: <br />(1) A market study prepared in conformance with state standards. <br />(2) A preliminary engineering report, containing the items required by the rules of the <br />state wat er eemmissie TCEQ and, in particular, a description of the area, land use <br />plan, existing and projected populations, tentative cost estimates of the proposed <br />improvements, projected tax rate and water and sewer rates, investigation and <br />evaluation of the availability of comparable service from other systems and bond <br />issue requirements. <br />(3) Environmental maps of the district at a scale of one inch to 500 feet. These shall <br />include: <br />a. Contour intervals of ten feet or less. <br />b. Delineation of all areas sloping one per cent or less; one per cent to 15 <br />per -cent; 16 percent to 25 percent; 26 percent or more. <br />C. All aquifer recharge structures to include the following: caves, sinkholes, <br />cracks, fractures or fissures at the surface and watercourses or <br />drainageways which have recharge structures within them. <br />d. One - hundred -year floodplain and floodway. <br />
