(16 -5) Annexation impact statements. <br />a. The applicant shall provide a document comparing the relationship of the <br />indebtedness of the utility district to construction plans for water and <br />wastewater lines and facilities and to the tax base or value of taxable <br />development at one, three, five and ten years from the formation of the <br />utility district. <br />b. The applicant shall describe how fire and police protection will be <br />provided five years and ten years from creation of the utility district. <br />(176) Justification statement. The applicant shall justify the creation of the utility <br />district. The justification statement shall include but not be limited to the <br />following issues: <br />a. The probability of the city providing water and wastewater service to the <br />area proposed to be a utility district within the next three years. <br />b. Job creation and economic base development for the citizens of the city by <br />the utility district. <br />C. Improving the city's ability to participate in providing adequate and safe <br />utilities to the utility district and elsewhere. <br />d. The utility district development's conformance to the master plan. <br />e. The economic viability of the utility district shown in the same manner as <br />required by the state. <br />f. The costs of utilities to users of the utility district's facilities related to the <br />cost of utilities for users of the city's utilities. The rates or taxes used to <br />pay the costs of the city's facilities shall be compared to the rates or taxes <br />used to pay the costs of the utility district's facilities if the latter were built. <br />(18) Application and fees for any city master plan amendments, if necessary. <br />Sec. 70.079.
