13. Pole means a City electric distribution system pole that is capable of supporting <br />Attachments. <br />14. Pre - Permit Survey means work performed by or for the City to determine the Make - <br />Ready Work necessary to accommodate the Licensee's Attachments on a Pole. This work includes, <br />but is not limited to, field inspection, loading calculations, facility design, and administrative <br />processing. <br />15. Reserved Space means space on a Pole that the City has reserved for: <br />a. the City's current or planned future electric utility service, including any plan for moving <br />the neutral as part of converting phases; or <br />b. the future attachment of City communications facilities. <br />Areas of Reserved Space are defined in the Technical Specifications or specified in Permits. <br />16. Riser means metallic or plastic encasement materials placed vertically on a Pole to guide <br />and protect Attachments. <br />17. Tag means to place distinct markers on wires, cables and equipment, coded by color or <br />other means specified by the City, that readily identify the type of Attachment and its owner. <br />18. Technical Specifications means the technical specifications for Attachments promulgated <br />by the City's Electric Utility Department. <br />19. Telecommunications Service means a service offering or providing transmission of voice, <br />video or data information between or among points specified by the user of the service, regardless of <br />the facilities used or technology by which offered, and all ancillary or adjunct services rendered in <br />connection with the transmissions. <br />20. Will is mandatory and not merely directory. <br />ARTICLE 2. GRANT OF LICENSE <br />Section 2.01. The City grants to the Licensee a revocable and nonexclusive license authorizing the <br />Licensee to install and maintain Attachments on the Poles, subject to the provisions of this <br />Agreement. <br />Section 2.02.
