Consider approval of the October 4, 2011, Regular Meetine Minutes. <br />8. Consider approval of Ordinance 2011 -53, on the second of two readings, amending <br />Section 2.351 of the San Marcos City Code to revise the composition of the Convention and <br />Visitor Bureau Advisory Board; providing a savings clause; providing for the repeal of anv <br />conflicting provisions; and declaring an effective date. <br />9. Consider approval of Ordinance 2011 -54, on the second of two readings, amending <br />various Sections of Chapter 70 - Special Districts, of the San Marcos Code of Ordinances; <br />authorizing an initial pre - application fee of five thousand dollars and requiring <br />reimbursement from the applicant of all City expenses incurred with the creation and <br />review of the Special District; and; providing for an effective date; and discuss revisions to <br />the City's policy regarding the creation of Municipal Utility Districts within the City of San <br />Marcos and its Extraterritorial Jurisdiction. <br />10. Consider approval of Resolution 2011 -121R approvine the terms and conditions of a <br />Non- Exclusive Riaht -of -Way License Agreement and Attachment C to the agreement (an <br />"Indefeasible Riaht of Use" Agreement erantine six strands of dark fiber to the City); and <br />a Non - Exclusive License Agreement for attachment to Utility Facilities, to authorize the <br />installation of one distributed antenna ( "DAS ") node on designated San Marcos Electric <br />Utility poles and associated fiber optic cable with ATC Outdoor DAS, LLC ; authorizing <br />the City Manager to execute these License Agreements on behalf of the City; and declaring <br />an effective date. <br />11. Consider approval of Resolution 2011 -122R approving the Terms and Conditions of the <br />Women, Infants, and Children Program Contract for Public Health Services between the <br />City of San Marcos and the Texas Department of State Health Services; and providing an <br />effective date. <br />
