<br />134. <br />Regular Meeting <br /> <br />December 14, 2005 <br /> <br />Page 4 <br /> <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THE LETTER AGREEMENT, AND <br />DECLARING AN EFFECTIVE DATE <br /> <br />I <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE AWARD OF AN AGREEMENT TO EASY DRIVE STAKE, INC OF THE <br />CITY'S PARTICIPATION IN EASY DRIVE'S COOPERATIVE GPS REFERENCE STATION <br />NETWORK, AUTHORIZING THE CITY MANAGER TO EXECUTE THIS AGREEMENT ON <br />BEHALF OF THE CITY, AND DECLARING AN EFFECTIVE DATE <br /> <br />Mayor Narvaiz stated she would like to move this item earlier, due to the <br />large number of citizens in attendance for this item Mayor Narvaiz <br />introduced for consideration Item 31, adoption of a Resolution, the caption <br />which was read as follows <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE AWARD OF AN AGREEMENT TO THE R J BRANDES COMPANY FOR <br />THE PROVISION OF PROFESSIONAL ENGINEERING SERVICES IN CONNECTION WITH <br />THE REPAIR OF THE RIO VISTA DAM; AUTHORIZING THE CITY MANAGER AND CITY <br />ATTORNEY TO NEGOTIATE THE AGREEMENT, AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THIS AGREEMENT ON BEHALF OF THE CITY, AND DECLARING AN <br />EFFECTIVE DATE <br /> <br />Mr Mihalkanin moved for adoption of the Resolution, and Mr Jones secondedl <br />the motion Mayor Narvaiz stated citizens have signed up to speak on this <br />item 1) Fred Crawford encouraged the Council to take their time in <br />reaching a decision He also encouraged the Council to continue with the <br />public process He stated he supports the recreation rapids proposal for <br />the San Marcos River 2) Jack Fairchild thanked the Council for <br />considering an alternate proposal other than fixing the dam He stated he <br />has some concerns with the dam safety He stated he saw the preliminary <br />proposal and was very impressed Mr O'Leary stated a kayaker found the <br />crack in the dam and reported the condition of Rio Vista Dam to Staff He <br />stated he was presented an alternative to repairing the Rio Vista Dam, <br />which involves the creation of artificial rapids He stated the Council <br />has three options Option 1) repair of the dam in its current <br />congfiguation, option 2) removal of the dam and replacement with artificial <br />rapids, and option 3) removing the dam altogether He stated Mr Shipley <br />is here tonight to present option 2 Scott Shipley, Engineer with <br />Recreation Engineering and Planning, provided a powerpoint presentation <br />regarding creation of artificial rapids Mr Guerrero inquired as to the <br />type of impact the construction would have to the adjacent neighborhood and <br />existing businesses in the area Mr O'Leary stated there will be regular <br />construction noise, but the project could be done quickly Mr Thomaides <br />inquired as to the cost of the project Mr Shipley stated the cost to <br />stabilize and construction of the drop structures is no more than I <br />$400,000 00 He stated reconstruction of cement walls on the right side 0 <br />the river needs to be done and could be done as a separate project, which <br />
